The U.S. Army Corps of Engineers (USACE), Nashville District, anticipates soliciting a requirement for a firm fixed price construction contract to clear grub and reshape areas for vehicle staging and command and control operations. Areas are to be graded to provide adequate surface drainage. Clear and grub Vehicle staging area must be able to accommodate POV parking of up to 10 vehicles. Widen existing roadways to accommodate two-way traffic. Install culverts, improve entrance area for vehicle traffic from Lylewood Rd. Remove and dispose of excess topsoil from site work. Fill and compact subbase and base material. Place 12" of compacted aggregate over staging areas and mission command area and locations adjacent to loading ramp. Material shall be compacted to support a loaded 10 cubic yard dump truck and not create more than 3" rut. Construct new 24' wide road running through staging areas and connecting to Lylewood road west of the staging area. Install permanent drainage that require minimum maintenance. Install "Property of U.S. Government" signs as depicted in drawings. Install 30ft wide by 220' long x 8" aggregate low water loading ramp with a minimum Military Load Class (MLC) of 75 is required. Option Items: Prepare site work and construct a high water dock to accommodate loading in high water conditions. Sheet piling with organic fill and aggregate overlay is preferred. Minimum Military Load Class (MLC) of 75 is required. Install three (3) 30' wide double swing gates for security and access control. Install utility poles with flood lighting in order to support night loading/unloading operations. Provide connection panel and power distribution center with military cannon plug interface for military generator set. Electrical lines to be wired above ground surface. The estimated magnitude of this project is between $1,000,000 and $5,000,000. The types of work and skill sets for this requirement are as follows: a) Clearing, grubbing operations b) Gravel road construction c) Install chain link fence d) heavy equipment operation e) roadway surveying f) drainage pipe installation The anticipated NAICS code is 238910, Site Preparation Contractors, with a small business size standard of $15.0 million in annual receipts. The solicitation will be available on or about July 2, 2019. An organized site visit is tentatively scheduled for Tuesday, Jul 9, 2019. Information regarding the site visit location meeting place, time, etc. will be made available when the complete solicitation package is posted to FBO.
