Pre-Solicitation Notice – Formally Utilized Sites Remedial Action Program (FUSRAP) Guterl Specialty Steel Corporation Remediation Project This is NOT a request for proposal or invitation for bid; this is for INFORMATIONAL purposes only to make industry aware of the upcoming requirement. A response is not required at this time. Questions will not be answered until the official solicitation is issued. The USACE Buffalo District is currently preparing a Request for Proposal (RFP) to award a Single Award Task Order (SATOC) Indefinite Delivery/ Indefinite Quantity (IDIQ) contract with a 5-year base and 5-year option period. The objective of this project is to remediate FUSRAP contaminated soils and materials at the Guterl site in accordance with the Record of Decision. Contaminates of concern consist of total uranium (including isotopes U-234, U-235, and U-238), radium-226, radium-228, and thorium (including isotypes Th-228, Th-230, and Th-232). The FUSRAP related contamination is distributed irregularly in soils, in buildings, and underneath buildings. Complete soil excavation and building dismantlement, with off-site disposal will be conducted under this contract in order to remediate the site. TYPE OF CONTRACT AND NAICS: It is anticipated that the result of the solicitation will be one SATOC IDIQ Contract containing both Cost Reimbursable and Firm-Fixed Price line items. The North American Industrial Classification System Code (NAICS) for this effort is 562910 – Remediation Services. This will be a Best Value Procurement. This will be a competitive 100% Small Business Set-Aside procurement. A site visit will be announced when the Solicitation is released. Anticipated solicitation release date is October/November 2024. Please be advised that this requirement may be delayed, revised, or cancelled at any time before award. SOLICITATION WEBSITE: The official solicitation and any subsequent amendments or updates, when posted, will be available free of charge by electronic posting only and may be found at the Procurement Integrated Enterprise Environment (PIEE). A link to PIEE will be located at the System for Award Management (SAM) website, http://www.sam.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at the PIEE website, and maintain an active registration at SAM website. Solicitation Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. These will be the only method of distributing the solicitation and any amendments by the Government prior to closing. It is the Offerors responsibility to monitor the website for any amendments or changes to the solicitation. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
