This request for proposals is for a Contractor to the contractor will transport the vessel both directions between contractor's facility and the government dock in Cleveland Harbor for this work and provide ice breaking as needed to ensure safe passage. The vessels will be available for pickup at the government dock immediately after Contract award. The Contractor shall provide all personnel, materials, supplies, parts, tools, equipment, and vehicles except as otherwise specified herein to perform these services in strict accordance with these specifications and the Master Agreement for Repair and Alteration of Vessels.One (1) firm-fixed-price contract will be awarded as a result of this solicitation. The contract will be for an anticipated performance period of 29 January 2024 through 25 April 2024. The Contractual period of performance may be adjusted if transport is delayed due to weather conditions other than ice. Pre-Bid Site Visit: The vessel will be available for inspection from 6:00 AM to 1:30 PM Eastern Time on Thursday, 21 December, 2023. Reservations are required. The location of the pre-bid site visit will be the US Army Corps of Engineers Cleveland Area Office, 1035 E 9th Street, Cleveland, OH 44114. Although the project is thoroughly described in this Statement of Work (SOW), intereste offerors are highly encouraged to attend the scheduled pre-bid site visit. Amendment 0001: A Revised SOW has been posted to reflect the site visit date above (SP-17 in the SOW) Amendment 0002: Questions and Answers are attached. A revised SOW/Bid Sheet is attached that eleiminats CLIN 0017 from the Bid Sheet and associated language in the SOW. No other changes.
