The work and services will consist of environmental remediation and support for the U.S. Army Corps of Engineers (USACE), Buffalo, New York District. The project involves excavation, transport, and disposal of FUSRAP-contaminated soil, constructingthe engineered landfill cap for areas A, B, and C as defined in the project drawings. The selected remedy for the landfill is capping of specified areas to minimize surface water infiltration, limit erosion of the cover over landfill contents, and limit release ofliquids and gas. Pre-solicitation Notice – FUSRAP Engineered Cap at the Seaway Landfill Site. This is NOT a request for proposal or invitation for bid; this is for INFORMATIONAL purposes only to make industry aware of the upcoming requirement. A response is not required at this time. The USACE Buffalo District is currently preparing a solicitation with the intent to award a C-type contract for a FUSRAP project. The selected remedy for the landfill is capping of specified areas to minimize surface water infiltration, limit erosion of the cover over landfill contents, and limit release of liquids and gas. The major components of this project are: Mobilization and site prep work Monitoring, sampling, testing, and analysis of contaminants Preparing and installing landfill cap Layering of fill and topsoil Road repair, rip rap, drainage, and ditch improvements Project oversight and supervision TYPE OF CONTRACT AND NAICS: It is anticipated the result of the solicitation will be one (1) C-Type Contract. The North American Industrial Classification System Code (NAICS) for this effort is 562910 – Remediation Services. This will be a sealed bid, low price acquisition. This will be a competitive 100% Small Business Set-Aside procurement. A site visit will be announced when the Solicitation is released. Please be advised that this requirement may be delayed, revised, or cancelled at any time before award. SOLICITATION WEBSITE: The official solicitation and any subsequent amendments or updates, when posted, will be available free of charge by electronic posting only and may be found at the Procurement Integrated Enterprise Environment (PIEE). A link to PIEE will be located at the System for Award Management (SAM) website, http://www.sam.gov. Paper copies of the solicitation will not be issued. To download the solicitation for this project, contractors are required to register at the PIEE website, and maintain an active registration at SAM website. It is the Offerors responsibility to monitor the website for any amendments or changes to the solicitation. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
