This is a Solicitation Notice: Dry Docking - Tugboat Donlon and Barge BC-6472 located in Cleveland, OH. Work consists of furnishing all labor, material, equipment, supplies, facilities, and services required to perform dry docking repairs and overhaul as specified in the Performance Work Statement. Please see Solicitation for more information. TYPE OF CONTRACT AND NAICS: An RFP (Request for Proposal) is for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 336611 - Ship Building and Repairing. This will be a 100% Small Business Set-Aside competitive procurement. A site visit will be granted to contractors via appointment, please refer to solicitation for more information. Please be advised that this requirement may be delayed, revised, or cancelled at any time before award. SOLICITATION WEBSITE: The official solicitation and any subsequent amendments or updates, when posted, will be available free of charge by electronic posting only and may be found at beta SAM website, http://beta.sam.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at the beta SAM website at http://beta.sam.gov. Solicitation Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing the solicitation and any amendments by the Government prior to closing. It is the Offerors responsibility to monitor the website for any amendments or changes to the solicitation. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. Service Contract Labor Standards-Place of Performance is unknown. The contractor must submit their location of performance per FAR 22.1009-4 to the Contracting Officer. The contractor proposals will need to have included in their proposals the proper Wage Determination, which will be verified for the contractor’s place of performance by the Contracting Office. The Service Contract Labor Standards will be enforced. Wage Determinations may be found at https://beta.sam.gov/. The contractor shall email their proposal using the OFFER Sheet provided in the solicitation package, along with a header page with their respective company information.
