The USACE Buffalo District is currently preparing a solicitation to award a contract for a project at LaSalle Park in the City of Buffalo, Erie County, New York, United States. The contract being prepared is to provide storm damage protection of the LaSalle Park shoreline. Protection measures being planned involves the construction of damage reduction measures and protection to approximately 1,355 feet of Lake Erie shoreline along Lake Erie and the Niagara River at LaSalle Park. This area has been deteriorating due to the continued wave action from the lake. The project has historic importance as LaSalle Park houses the Colonel F.G. Ward Pumping Station, a historic landmark, and water filtration plant which supplies water to the residents of the city of Buffalo. The concrete seawall, stone-filled timber crib, and timber pile foundation fronting the pump station and park has deteriorated significantly over the past 50 years. It requires measures to protect the city's water supply, pumping station and filtration plant, park, and access road. Should the current shoreline protection fail, the operation of the pumping station and filtration plant is jeopardized, which impacts water supply to the city of Buffalo. Public access to the adjacent park would also be curtailed. This project is expected to be of long duration and is considered a priority project due to its impact and risk to the water supply of Buffalo. TYPE OF CONTRACT AND NAICS: An IFB (Invitation for Bid) is planned for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 237990 - Other Heavy and Civil Engineering Construction. This will be a full and open competition subject to Price Evaluation Preference for HUBZone Small Business Concerns in accordance with FAR 19.1307. The Contract Duration is anticipated to be seven-hundred-seventy-five (775) calendar days from Notice to Proceed. The magnitude of this project is between $5,000,000 and $10,000,000. Bonding will be required for this project; any offeror shall have the proper capabilities. The site visit will be announced when the solicitation is issued. Please be advised that this requirement may be delayed, revised, or cancelled at any time before award. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. To download the solicitation for this project, contractors are required to register at the Federal Business Opportunities website at http://www.fbo.gov. Solicitation Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing the solicitation and any amendments by the Government prior to closing. It is the Offerors responsibility to monitor the website for any amendments or changes to the solicitation. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
