The purpose of this synopsis is to gain knowledge of potential sources for this project, including U.S. Small Business Administration (SBA) certified 8(a) Businesses, SBA certified HUBZone Small Businesses, Women-Owned Small Businesses, and/or Service-Disabled Veteran-Owned Small Businesses with current and relevant experience, personnel and capability to perform “Construct Rubble Pile HRF” located at the Wappapello Training Site, 461 Co Rd 517, Wappapello, MO 63966. This notice is for planning purposes only. All interested parties should respond. A brief description of work includes: The contractor shall provide the necessary personnel, equipment, transportation, and materials required to build a Structural Collapsible Venue Site (SCVS), commonly referred to as a Rubble Pile, at the Missouri National Guard Wappapello Training Site. All work performed shall be conducted in accordance with all applicable state and federal laws and regulations, Army National Guard policies and regulations, and the Statement of Work (SOW). The draft SOW is attached to this sources sought notice. This notice is for planning purposes only and does not constitute an Invitation for Bid, Request for Proposal, or Request for Quote and is not to be construed as a commitment by the Government for any purpose other than market research. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the results of this market research. The North American Industry Classification System (NAICS) Code is 238910 – Site Preparation Contractors. The small business size standard is $16.5 million. The magnitude of this project is between 25,000 and $100,000. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 05 August 2022, 1:00 pm Central Time. This notification, which shall not exceed five typewritten pages, must include (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Source Sought Response Form (attached), (3) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
