This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP) in accordance with FAR Parts 12 & 13. The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-64 Effective on January 17, 2013. Provisions and clauses incorporated by reference has the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARS) can be accessed on the internet at http://farsite.hill.af.mil/. The solicitation W912NR-19-Q-0012 is issued as a Request for Proposal. This procurement is not set aside. The NAICS code for this acquisition is 721214 - Recreational and Vacation Camps (except camp grounds). The small business size standard for this NAICS code is $7.5 million. The Louisiana National Guard will be awarding a Firm- Fixed Price Supply Contract. This solicitation is for a firm fixed price contract and will be awarded to the lowest priced technically acceptable. Proposals must include proof that you meet all requirements listed under the below "Requirements" heading, a menu for every meal and snack for the entire event, and a quote to account for providing all deliverables. The Louisiana Army National Guard needs a quote for meals, lodging, and facilities for dates below. Our intent is to award 1 contract for 1 event for FY19 Louisiana National Guard Youth and Kids Annual Training on 18-28 June 2019. Numbers are approximate and will be confirmed no later than 30 days from event. However, proposals for individual line items below will be accepted and evaluated. 1. In order to hold a successful event and maintain the strict guidelines established for our program, we require that the facility meet and/or provide the following services. a. The facility must be located within 85 miles of the Louisiana National Guard (LANG) Child and Youth Programs Office, which is located at the Armed Forces Reserve Center, 8110 GSRI Road, Baton Rouge, LA 70820. This requirement is mandatory and is needed to help mitigate the expenses associated with the movement of Child and Youth equipment to and from the selected facility. This is also needed to help ensure that the facility is centrally located and that all of the travel related cost for the volunteers and attendees are keep to an absolute minimum. b. Please review the PWS for the requirements pertaining to lodging, meals, and recreational requirements. c. Submit proposals using the same numbering format as in the PWS. For example, 2.1.1 describes the requirement for 200 sleeping beds, air conditioning, railings on bunk beds, etc. Vendors' proposals should have an opening and then have a section 2.1.1 and describe their facility and how it meets the requirements in the PWS. If you do not discuss every requirement in the PWS, it will be determined that you do not meet that requirement and your proposal and quote will not be considered. If there is not one vendor who can provide every requirement, vendors who provide alternate items will be considered. For example, if you do not have 200 beds, but you have 195, discuss the requirements that you can meet in section 2.1.1. Then add a section 2.1.1A (for alternate) and describe how you cannot provide 195 beds, but you can provide 195 beds. Submit a daily menu and include portion sizes in great detail. Just naming the items being served will not be accepted. For example, you must say, "Hamburger (6oz pre-cooked 97% fat free beef, a standard size white bun, with two packets of condiments - mustard, mayonnaise, and ketchup; 4 slices of pickles, two leaves of iceberg lettuce, etc...). Discuss your meeting spaces using the same units of measure that we used (by ability to seat so many people, square footage, or dimensions of the room in feet). Discuss the recreational options and the training that each person running that event has. For example, discuss the swimming area and discuss that you have two life guards that care certified life guards and CPR/first-aid certified. Proof of those certificates will be required from the winning bidder, but before the contract is finalized. 2. Submit all questions and proposals to MAJ David L.
