The South Dakota Army National Guard (SDARNG) has a requirement for contractor served field feeding and cafeteria style meals, along with some other special types of meal requirements. The Contractor shall provide the meals as specified in the enclosed 14 Day Menu. Meals will be all-you-can-eat quantities for all meal items except the meat entree (portion size of meat entree shall be stated within the solicitation). Contractor shall provide all subsistence, supplies, and labor for the commercial meals. The Government will provide the facility and miscellaneous food preparation equipment under accountability. Any other equipment to be provided by the Contractor. Government facility to be utilized is Bldg 803 at Camp Rapid and hard stand building on West Camp Rapid. The proposal schedule will require proposals for each of the following catagories: Breakfast Meal, Lunch Meal, Dinner Meal, and Sack Lunch/Dinner. The meals will be required during the time frame of July 13 - 27, 2019. The Government will evaluate each prospective offer utilizing proposed costs for all meals based on the tentative numbers provided. The contractor must be found acceptable based on the factors listed in Clause 52.212-2 in the Solicitation. The awardee shall meet all requirements of a food preparation/serving business within the State of South Dakota. No award shall be made unless the Contracting Officer makes confirmation of affirmative determination of responsibility for the potential contractor. Potential contractor must complete the System for Award Management (SAM) process prior to award of contract. This acquisition shall be 100% small business set aside. For NAICS 722310 for Food Service Contractor the small business size standard is $38.5M. The solicitation and any amendments will be available at the Federal Business Opportunities (FedBizOps) Website. The vendor who is awarded the contract will be required to conduct a pre-performance meeting scheduled approximately for July 11, 2019 at Camp Rapid, SD.
