This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation is issued as a request for Quote (RFQ) competed IAW FAR PART 13, Simplified Acquisition Procedures and FAR PART 12, Commercial Items. Quotes failing to meet all the terms and conditions of this solicitation; to include buy terms, line-item descriptions, and attachments, may not be evaluated for award. One (1) firm-fixed price (FFP) contract will be awarded as a result of this solicitation. Any reference to the term “BID” in this solicitation is used synonymously with the word “QUOTE”. Please see FAR 13.004-Legal effect of quotations. The Puerto Rico National Guard has a requirement for Lawn Mowing, Vegetation Mowing, Edging, Trimming, and Weed Removal) on 22.1 acres of terrain surrounding building #2001 in Camp Santiago Joint Training Center, to provide visibility, security, and mobility on the premises. The contractor shall provide landscaping and groundskeeping services, and the equipment required (trimmers, mowing tractors, backpack blowers, mowing and cleaning tools, safety equipment and uniforms, fuel, herbicide, and any other additional equipment) to facilitate the cleaning of the vegetation and perimeter areas. See Performance Work Statement (PWS) for more details. Location: Camp Santiago Joint Training Center, Salinas, Puerto Rico. NAICS Code: 561730, Landscaping Services This acquisition is set 100% set aside for Service-Disabled Veteran-Owned Small Business with a size standard of $ 9.5 M in accordance with NAICS 561730. SITE VISIT In accordance with FAR 52.237-1 Site Visit for Service Contracts a site visit will be conducted starting at 9:00 AM EST on Wednesday, 17 April 2024. All attendees shall arrive at the Camp Santiago, Salinas front gate (holding area) before 9:00 AM, but no earlier than 8:30 AM. Attendees shall provide 48-hour advanced notice. The notice shall consist of a list of names, company name, cell phone number if applicable, and may be provided via email to ng.pr.prarng.list.ngpr-purchasing-and-contracting@army.mil and maria.d.ruizperez.mil@army.mil. Please limit attendees to essential personnel. Based on the responses the number of attendees may have to be limited. All driving Attendees must show proof of valid insurance and a driver’s license in order to drive on base; all passengers must have some form of government issued ID. All vehicles are subject to random inspections. Do not bring weapons, knives, illicit drugs or paraphernalia, or any other illegal contraband on the base. Pictures will be no authorized. All questions must be submitted in writing about the solicitation and those which arise during the site visit. The close of questions will be on 18 April, 2024 at 2:00 PM. Questions or requests for extensions will not be honored after the close of questions. The closing date and time for quote submission is: Monday, April 30, 2024, 1:00 pm, Eastern Time (EST). Offers received after this date and time may be considered non-responsive and will not be given further consideration.
