The Safety Office of the Puerto Rico Army National Guard has a requirement to contract service for Industrial Hygiene Surveys in order to meet the federal requirement for workplace inspections. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only notice. Attached is a written solicitation and the Performance Work Statement (PWS) with all the specifications and requirements of the service. This requirement is a request for quote (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect in the Federal Acquisition Circular 2021-5. The award will be a Firm Fixed Priced Award in accordance with the following: Set Aside: This acquisition is a 100% small business set-aside. The Product Service Code is R428, Support-Professional: Industrial Hygienics. The North American Industrial Classification System (NAICS) code for this acquisition is 541690 with a size standard of $19,000,000. The service shall be provided in accordance with (IAW) the attached Solicitation and PWS. The period of performance for the service is one (1) Base Year with three (3) one-year options: Base Year from September 1, 2023 to August 31, 2024, Option Year 1 from September 1, 2024 to August 31, 2025, Option Year 2 from September 1, 2025 to August 31, 2026 and, Option Year 3 September 1, 2026 to August 31, 2027. The offeror must submit a signed and dated quote on the attached Solicitation with prices. In doing so and without taking any exception to the requirements of this synopsis/solicitation, including specification, Supplies or Services and Prices and terms and conditions, the offeror agrees to accede to all solicitation requirements. Offers must provide a price for all CLINs referenced in the Supplies or Services and Prices Section. Offers must include a management plan, capability statement and past performance documents. This is a 100% Small Business Set-Aside firm-fixed price contract. The small business contractor must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The award will be a single award to the lowest priced quote that meets the specifications of the service. The Management Plan, the Past Performance and Price submitted will be taken into a consideration for evaluation of the offers.
