The Puerto Rico Army National Guard (PRARNG) intends to issue an Invitation for Bid (IFB) to award a single firm fixed-price contract for Pit Entrance Channel and Lift Pump Station Rehabilitation. The project consists of all labor, materials, equipment and incidentals necessary to construct a new pit entrance channel strainer to manage solids, construction of a new stormwater catch basins, installation of new drainage line with a new headwall, construction of a new garbage station, replacement of the existing perimeter fence, new slabs on ground and sidewalks, and rehabilitation of the lift pump station, and asphalt recoating. Work includes demolition of old sanitary lines, existing perimeter fence, and existing utilities in accordance with provided design. Magnitude of the project is between $250,000 and $500,000. Period of Performance is 365 calendar days after notice to proceed to include punch list and final inspection. The North American Industry Classification System (NAICS) code for this work is 237110. This is a 100% Total set-aside for Small Business. Your attention is directed to FAR Clause 52.219-14 (b)(4) Limitations on Subcontracting which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on or about 10 August 2020. The pre-bid conference and site visit will be on 4 August 2020 at 9:00 AM. This conference will be held at the Theater Building in Camp Santiago Joint Training Center, PR 00751. Specific details will be posted in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. The solicitation closing date and public opening are scheduled for on-or about 9:00 am 11 September 2020 at the Theater Building in Camp Santiago Joint Training Center, PR 00751. Actual dates and times will be identified in the solicitation. Price is the evaluation factor. The Government intends to award without discussions.
