THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THE SOLICITATION NUMBER IS W912LR19R0019 AND IS ISSUED AS A REQUEST FOR QUOTES (RFQ), UNLESS OTHERWISE INDICATED HEREIN. THE SOLICITATION DOCUMENT AND INCORPORATED PROVISIONS AND CLAUSES ARE THOSE IN EFFECT THROUGH FEDERAL ACQUISITION CIRCULAR 2005-95. THE ASSOCIATED NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE FOR THIS PROCUREMENT IS 541690 WITH A SMALL BUSINESS SIZE STANDARD OF $15,000.000 DOLLARS. THE GOVERNMENT INTENDS TO AWARD A FIRM-FIXED PRICE CONTRACT FROM THIS RFQ BASED ON THE CONTAINED EVALUATION CRITERIA IN THIS SOLICITATION. PLACE OF PERFORMANCE: BLDG. # 763, CAMP SANTIAGO JOINT TRAINING CENTER (CSJTC), SALINAS, PUERTO RICO; AVIATION FACILITIES IN ISLA GRANDE AND LANDING CRAFT FACILITIES IN ROOSEVELT ROADS, CEIBA AND FORT BUCHANAN NON PERSONAL SERVICES/THE CONTRACTOR SHALL PROVIDE ALL PERSONNEL, EQUIPMENT, TOOLS, MATERIALS, SUPERVISION, AND QUALITY CONTROL NECESSARY, EXCEPT AS SPECIFIED IN PARAGRAPH 3.0 AS GOVERNMENT FURNISHED, TO PERFORM REQUIRED OCCUPATIONAL SAFETY AND HEALTH ACT (OSHA) TRAININGS AT MULTIPLE LOCATIONS (SALINAS, CEIBA, FT. BUCHANAN AND ISLA GRANDE) AS DEFINED IN THIS SOLICITATION PARAGRAPH 5.0 (REQUIREMENTS) OF THE PERFORMANCE WORK STATEMENT (PWS) CONTAINED HEREIN. TRAINING SHALL BE CONDUCTED IN ACCORDANCE TO OSHA TRAINING AS MANDATED BY 29 CFR 1910.12. THE TRAINING WILL WORK TOWARDS THE EFFORT OF CERTIFYING EACH EMPLOYEE WORKING UNDER DIFFERENT DISCIPLINES INCLUDING BUT NOT LIMITED TO CONSTRUCTION, CLERKS, GENERAL INDUSTRY AND SUPERVISORS FOR THE PRARNG. PLEASE WRITE THE TOTAL AMOUNT FOR EACH ONE OF THE CONTRACT LINE ITEMS FOR YOUR BID ON THE SOLICITATION (SF-1449) AND INCLUDE A GRAND TOTAL FOR ALL CONTRACT LINE ITEMS AS WELL AT THE BOTTOM. OFFERS NOT UPLOADED AND UPLOADED INTO THIS NOTICE NOT CONTAINING THIS INFORMATION SHALL NOT BE CONSIDERED. IN ACCORDANCE WITH AR 530-1, OPERATIONS SECURITY, NEW CONTRACTOR EMPLOYEES SHALL COMPLETE LEVEL I OPSEC TRAINING WITHIN 10 CALENDAR DAYS OF THEIR REPORTING FOR DUTY AND ANNUALLY THEREAFTER. THE CONTRACTOR SHALL SUBMIT CERTIFICATES OF COMPLETION FOR EACH AFFECTED CONTRACTOR EMPLOYEE, TO THE POC, OR TO THE KO IF A POC IS NOT ASSIGNED, WITHIN 10 CALENDAR DAYS AFTER COMPLETION OF TRAINING.
