The Virginia Army National Guard (VAARNG) intends to issue a solicitation for rations and raw subsistence to be delivered to various locations throughout the Commonwealth of Virginia in support of Inactive Duty Training (IDT), Annual Training (AT) and training at the VAARNG Regional Training Institute (RTI). The requirement will be solicited and awarded as a single-award, Indefinite Delivery Contract (IDC), with exact delivery dates, delivery locations and quantities of raw subsistence and meal kits identified on individual delivery orders issued during the life of the contract. The contract will include a 12-month base ordering period commencing, October 1, 2023, or date of award if subsequent thereto, with one, twelve-month option period and a six-month option to extend the terms of the contract, if deemed necessary. Delivery is anticipated to occur at multiple locations a minimum of 3 out of 4 weekends per month with the highest volume of ration and raw subsistence items required during Annual Training (AT) periods, typically conducted May through August of each year. The intent of this notice is to determine if there are businesses who can support the requirement. While it is the intent of the VAARNG to maximize competition, the results of this sources sought announcement will determine if the VAARNG solicits competitively and if so, the type of set aside, or if the VAARNG will proceed with a sole source procurement action. When responding to this notice, interested vendors shall include a short narrative, no more than three, 8 1/2" x 11" pages, describing the company's capability to meet multiple requirements of raw subsistence and meal kits to various locations throughout the Commonwealth of Virginia on any given day(s) throughout the contract period. At a minimum, the narrative shall include location of distribution centers, suppliers, number of delivery teams, and the number of days, notice is required prior to delivery, for ordering, packaging, and delivery to occur. Questions regarding this notice are to be submitted no later than 1100 am ET, Monday, March 31, 2023. A response to this notice is required to be submitted via email to Mrs. Katina Moore no later than the date and time specified on this announcement or subsequent amendments.
