******** Change 01 - The purpose of this change is to incorporate amendment 01 to W912LQ21Q0011, a conformed copy of W912LQ21Q0011 through amendment 01, and a Questions and Answers document. End of Change 01 ********. 1. General Information This solicitation is being issued as a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and corresponding attachments constitute the only solicitation; quotes are being requested and a separate solicitation will not be issued. Solicitation W912LQ21Q0011 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-05, effective 10 March 2021. This procurement is being issued as a small business set aside, under NAICS code 722320 Catering with a small business size standard of $8.0M. The Virginia Army National Guard (VAARNG) is seeking to purchase high quality, hearty, and filling Breakfast and Dinners meals prepared under commercial and U.S. Standards to be catered and served during two (2) Collective Training Exercise during 2021 at the Fort Pickett Maneuver Training Center, Blackstone, Virginia for the 34th CBRNE. Period of Performance (PoP) dates: First training exercise (PoP) start on April 23 to April 25, 2021. Second training exercise (PoP) start on August 25th to September 1, 2021. See Performance Work Statement (PWS) entitled 34th CERF-P Catering. The PWS included in this solicitation or any subsequent amendment will be made a part of any resulting award. The Government will award a Firm Fixed-Price Contract resulting from this solicitation to the responsive, responsible vendor who is able to meet all requirements and offers the lowest price. Multiple awards will not be made. In order to be considered for award, vendors must have an active registration in the System for Award Management (SAM) database at www.sam.gov. 2. Communication with the Government a. Questions: Please submit written questions via email ONLY to the contracting specialist at wesley.spencer4.civ@mail.mil . Questions will be received up to 1:00 P.M. Eastern Time on March 22, 2021. Questions received telephonically and/or after the designated closing time will NOT be considered or answered. b. Quote Submission: Quotes shall be received no later than 11:00 A.M. Eastern Time on March 29, 2021. All quotes shall be submitted via email to wesley.spencer4.civ@mail.mil. Quotes submitted other than via email WILL NOT BE CONSIDERED. 3. Submission Requirements: Prospective vendors must submit the following information with their quote package. Failure to submit one or more of the required documents may render the submission unresponsive. Price (using CLIN Structure). Sample Menu for Breakfast and Dinner. The intent of this plan is to communicate the type of meal the Government should expect from the vendor and to express the understanding of meal requirements as described in the Performance Work Statement. Food Temperature Plan. This plan shall demonstrate how the contractor plans to ensure proper temperatures of food are maintained from the moment meals leave their initial heat source (contractor’s facility), during transportation, and prior to consumption.
