March 16, 2020 Posting: The purpose of this posting is to allow the potential for mulitple awards and extend the time and date for receipt of quotes. General Information: This solicitation is being issued as a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W912LQ-20-Q-0017 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-04, effective January 15, 2020. This procurement is being issued as Small Business Set-Aside under NAICS code 811121, with a small business size standard $7,500,000. Basis for Award: The government intends to award a contract to the responsive, responsible vendor whose quote is the lowest priced and meets all requirements of this solicitation. The government may make more than one award if determined to be in the best interest of the government. In determining if it is in the best interest of the government, a $500.00 per award evaluation fee will be added by the government. This fee is for evaluation purposes and should not be included in the quote nor will it be included in any resulting award(s). As a result of the potential for multiple awards, vendors are not required to quote on all line items. However, vendors must quote on all line items within a group. Group 1 includes line items 0001, 0003, 0005, 0007, 0009 and 0010. Group 2 includes line items 0002, 0004, 0006, 0008 and 0010. For line items within a group for which there is no cost or the cost is not separately priced, so indicate on the quote. Communications with the Government: a. Questions: Please submit written questions via email ONLY to the contracting specialist at wesley.spencer4.civ@mail.mil. Questions will be received up to 1:00 P.M. Eastern Time on March 11, 2019. Questions received telephonically and/or after the designated closing time will NOT be considered or answered. b. Quote Submission: Quotes shall be received no later than 1:00 P.M. Eastern Time on March 16, 2019. All quotes shall be submitted via email only to wesley.spencer4.civ@mail.mil and magno.g.orellanaalvarado.civ@mail.mil. Any quote submissions received after designated closing time and date will NOT be considered. The government will incur no costs associated with the preparation of this quote.
