A1: The contractor is not required to clean any part of the shower trailer(s) or laundry trailer(s). Q2: I just wanted to clarify-- for the shower trailers and laundry trailers-- the Government will provide electricity hookups and access to the existing sewer system to drain into, and the contractor is required to provide freshwater fills? A2: 3.5 Utilities: Electricity, water and wastewater disposal (for laundry and showers) will be provided and available for connection. No gas or propane utilities/services shall be provided by the Virginia Army National Guard. Q3: How many personnel will be using the shower trailers and laundry trailers? This is a synopsis of commercial items prepared in accordance with the format in FAR 5.207, as supplemented with additional information included in this notice. The solicitation for this notice will be published on https://sam.gov as a Request for Quote (RFQ) on or about November 28, 2024. B. The Virginia Army National Guard (VaARNG) is seeking the delivery, pick-up, and rental of portable latrines, hand washing stations, roll-off dumpsters, greywater tanks, mobile laundry, and mobile showers to Fort Barfoot in Blackstone, VA. In addition, the VaARNG also requires the following services to supplement the previously mentioned rental items: Portable latrine, hand washing station, and grey water tank relocation, portable latrine cleaning (includes pump out), hand washing station refill, grey water tank pump out and disposal, roll-off container waste pick up and disposal, and mobile laundry and showers. The above-mentioned services will occur non-consecutively between February 6, 2025, and June 23, 2025. Specific servicing locations will be provided at the time of award. C. The Government intends to award a firm-fixed-price contract resulting from the RFQ. Multiple awards will not be made. The associated North American Industrial Classification System (NAICS) code for these services is 562991 (Septic Tank and Related Services). The Product Service Code (PSC) is W085 (Lease or Rental of Equipment - Toiletries). This requirement will be a 100% Set aside for small businesses. Only qualified offerors may submit quotes. D. Payment will be made through the Wide Area Workflow (WAWF) application in accordance with DFARS clause 252.232-7006, Wide Area Workflow Payment Instructions. E. To be considered for an award, vendors shall have an active registration in the System for Award Management (SAM) at https://sam.gov. Vendors are responsible for ensuring that the representations and certifications in their SAM registration are accurate and current. F. On behalf of the Government, the Contracting Officer intends to evaluate each quote and make an award without discussions. The Contracting Officer unilaterally reserves the right to determine if it is necessary to conduct discussions. G. Funds are not presently available for performance of a contract resulting from this solicitation beyond December 20, 2024. The Government’s obligation for performance of a contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under a contract beyond December 20, 2024, until funds are made available to the Contracting Officer for performance and until the awarded Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer.
