A. This is a synopsis of commercial items prepared in accordance with the format in FAR 5.207, as supplemented with additional information included in this notice. The solicitation for this notice will be published on https://sam.gov as a Request for Quote (RFQ) on or about January 10, 2024. B. The Virginia Army National Guard (VaARNG) is seeking the delivery, pick-up, and rental of portable latrines, hand washing stations, roll-off dumpsters, and greywater tanks to Blackstone, VA. In addition, the VaARNG also requires the following services to supplement the previously mentioned rental items: Portable latrine and hand washing station relocations, portable latrine cleaning, hand washing station pump outs and refills, grey water tank pump outs and disposal, and roll-off container waste pick up and disposal. The above-mentioned services will occur non-consecutively between January 26, 2024, and June 29, 2024. See the “Blackstone Field Sanitation” attachment. Specific servicing locations will be provided at the time of award. C. The Government intends to award a firm-fixed-price contract resulting from the RFQ. Multiple awards will not be made. The associated North American Industrial Classification System (NAICS) code for these services is 562991 (Septic Tank and Related Services). The Product Service Code (PSC) is W085 (Lease or Rental of Equipment - Toiletries). This requirement will be a 100% Set aside for small businesses. Only qualified offerors may submit quotes. D. Payment will be made through the Wide Area Workflow (WAWF) application in accordance with DFARS clause 252.232-7006, Wide Area Workflow Payment Instructions. E. To be considered for an award, vendors shall have an active registration in the System for Award Management (SAM) at https://sam.gov. Vendors are responsible for ensuring that the representations and certifications in their SAM registration are accurate and current. F. On behalf of the Government, the Contracting Officer intends to evaluate each quote and make an award without discussions. The Contracting Officer unilaterally reserves the right to determine if it is necessary to conduct discussions. G. Funds are not presently available for performance under this contract beyond February 2, 2023. The Government’s obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond February 2, 2023, until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer.
