General Information: This solicitation is being issued as a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and written solicitation will not be issued. Solicitation W912LQ-22-Q-0009 is being issued as a Request for Quote (RFQ). This solicitation documents and incorporated provision and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-03, effective 30 September 2021. This procurement is being issued as Small Business set-aside under NAICS 722320, with a small business size standard $8,000,000. 2. Evaluation Criteria: Award will be made to the vendor who is able to meet all requirement and offers the lowest overall price to the government. Multiple awards will not be made. The PWS included as an attachment to this announcement, or subsequent amendment, will be made a part of any resulting award. 3. Communication with the Government: a. Questions: please submit written questions via email ONLY to the contracting specialist at wesley.spencer4.civ@army.mil . Questions will be received up to 1:00 P.M. Eastern Standard Time on May 5, 2022. Questions received telephonically and/or after the designated closing time will NOT be considered or answered. b. Quote Submission: Quotes shall be received no later than 2:00 P.M. Eastern Standard Time on May 10, 2022. All quotes shall be submitted via email only to wesley.spencer4.civ@army.mil . Any quote submission received after designated closing time and date will NOT be considered. Submission Requirements: What do vendors need to submit in order for the government to evaluate technical? Prospective vendors must submit the following information with their quote package. Failure to submit one or more of the required documents may render the submission unresponsive. Technical – Provide no more than 5 type pages regarding product and installation information which addresses minimum specifications identified in the solicitation document Past Performance – Submit at least (3) references for the same or similar work completed in the past eighteen (18) months with the government or commercial entities. ACCOUNTING AND APPROPRIATION DATA: The Administration Office and Accounting & Appropriation Data will specified at time of award. Payment will be made through the Wide Area Workflow (WAWF) application in accordance with DFARS Clause 252.232-7006, Wide Area Workflow Payment Instructions. In addition to the items required by 52.212-1(b), the offeor shall completed and provided the following with their submission. 1.1.1 Completed Excel Price schedule. 1.1.2. Sample Meal Menus for Breakfast and Dinner. The intent of this plan is to communicate the type of meal the Government should expect from the vendor and to express the understanding of meal requirement as described in the Performance Work Statement 1.1.3. Food Temperature Plan. This plan shall demonstrate how the contractor plans to ensure proper temperature of food are maintained from the moment meals leaves their initial heat source (contractor’s facility), during transportation, and prior to consumption. 1.1.4. Representations and Certification. Complete FAR Provision 52.212-3 or certify the information in the System of Award Management (SAM) is up to date and accurate as of the date of the quote. 1.2. Addendum to FAR 52.212-1(f), Late submissions, modification, revisions, and withdrawal of offers. This paragraph is tailored to read as follows: Vendors are responsible for submitting electronic quotes by the solicitation due date and time. Quotes received after the solicitation due date and time may be considered late and handled in accordance with FAR 52.212-1(f). ADDENDUM TO PROVISION 52.212-2 Technical Compliance Evaluation of this factor will assess the offeror’s understanding of the requirement and risk of unsuccessful performance of the proposed approached. Sample Meal Menus for Breakfast and Dinner: Evaluation of this factor will assess the offer’s understanding of the requirements outline in the Performance Work Statement (PWS), including food regulation identified. Food Temperature Plan. Evaluation of this factor will assess the offeror’s understanding and approach to ensure proper temperature of food is maintained from the moment meals leave their initial heater source (contractor’s mobile kitchen facility) to consumption by the soldier. Price: Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106-3(a)(2) to determine if prices are reasonable, complete and balanced.
