General Information This solicitation is being issued as a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and corresponding attachments constitute the only solicitation; quotes are being requested and a separate solicitation will not be issued. Solicitation W912LQ-22-Q-0003 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-07, effective 9 October 2021. This procurement is being issued as a small business set aside, under NAICS code 311991 (Perishable Prepared Food Manufacturing) with a small business size standard of 500 employees. The Virginia Army National Guard (VAARNG) is seeking one hot meal delivery per day (lunch) to take place on select dates as identified on chart in Statement of Work (SOW) (contained in attached RFQ) to Rocky Mount, VA upon performance start date of 01 December 2021 through performance end date of 30 September 2022. Each delivery shall consist of 110 meals that conform to the minimum standards provided in SOW (contained in attached RFQ). The intent is to have contractor provide high quality, hearty, and filling meals cooked under commercial and U.S. Army standards, including professional standards and ServSafe commercial standards (National Restaurant Association). The meals shall be well balanced for nutritional value while providing variety and proper daily caloric needs. The minimum portion sizes and quantities identified in Section 2 of the SOW (contained in attached RFQ) must be met at all times. The SOW included in this solicitation or any subsequent amendment will be made a part of any resulting award. The Government will award a Firm Fixed-Price Contract resulting from this solicitation to the responsive, responsible vendor who is able to meet all requirements and offers the lowest price. Multiple awards will not be made. In order to be considered for award, vendors must have an active registration in the System for Award Management (SAM) database at www.sam.gov. 2. Questions will be received up to 11:59 P.M. Eastern Time on 25 October, 2021. Questions received telephonically and/or after the designated closing time will NOT be considered or answered. b. Quote Submission: Quotes shall be received no later than 11:59 P.M. Eastern Time on 29 October, 2021. All quotes shall be submitted via email to jennifer.schwarz.civ@army.mil. Quotes submitted other than via email WILL NOT BE CONSIDERED. 3. Submission Requirements Prospective vendors must submit the following information with their quote package. Failure to submit one or more of the required documents may render the submission unresponsive. Price (using CLIN Structure). Sample Menu for Lunch. The intent of this plan is to communicate the type of meal the Government should expect from the vendor and to express the understanding of meal requirements as described in the SOW.
