The logo is not required to be printed in full color. To clarify the examples provided in the solicitation, the government is not requesting a specific product as a result of this solicitation. For each line item, a descriptive name, example, logo and requirements have been identified. The example is for informational purposes only. For line item 2, Youth Programs Water Bottle with flip straw lid. Please advise what colors are desired and if the logo is to be printed in full color. Answer 1. The government requires 100 purple and 100 army green water bottles for line item 2. The logo is not required to be printed in full color. Question 2. For line item 3, Family Programs Flip and Go Sports Bottle. Please advise what colors are desired, if 100 bottles are to be delivered to each of the 10 addresses and if the logo is to be full color. Answer 2. The government requires a variety of colors: 250 purple, 250 green, 250 black and 250 blue. Bottles are to be delivered to each of the 10 addresses and the logo is not required to be printed in full color. Question 3. Are the required art proofs digital proofs or physical sample with logo? Answer 3. The government requires a digital proof sent by email. Question 4. If items are sold in case sizes which exceed the total quantity of 1,000 does the government prefer more or less. Answer 4. The government's requirement is for 1,000 bottles. The government will not make individual business decisions for interested parties on how best to meet the requirement. Question 5. If the product is made in China does the Buy American Act apply. Answer 5. The Buy American Act does apply to this purchase. Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.225-7001 is included in the solicitation. Question 6. Is this an all or nothing bid? Or can just certain line items be bed? Answer 6. All or nothing. Question 7. Item 2, Youth Program Water bottle, is the two sided imprint for one color or full color? Are both sides to include the same logo? Unclear if the racing logo is a random image or actual request. Answer 7. Youth program water bottles require only one color. The racing logo is a random image to provide an example. Question 8. As it is not possible to supply a sample in 2 days, can the time be extended to 5 business days? Answer 8. Yes. Question 9. Is there a due date for these items? Answer 9. The solicitation states delivery within 14 days after award, but if unable to meet this delivery time frame to provide an alternate schedule with the quote. -----END OF QUESTIONS AND ANSWERS September 22, 2021---- Virginia Army National Guard Family Programs and Recruiting and Retention have a requirement to acquire a variety of marketing items imprinted with logo and/or tagline and/or phone number. This requirement is a 100% Total Small Business Set-Aside. The acquisition will be a Firm Fixed-Price purchase order using NAICS code 326160 (Plastics Bottle Manufacturing). The business size standard is 1250 employees. The products in this solicitation are best represented by PSC 8125 (Bottles and Jars). Award may be made without discussion. ALL items quoted MUST have shipping costs included in individual items. Delivery is to various destinations in the state of Virginia. The requested delivery period of the items is 2 weeks After Receipt of Order (ARO). IF delivery requirement cannot be met, please submit alternate delivery dates. The offerors quote shall be clear, concise, and shall include sufficient detail for evaluation purposes. Interested vendors agree to hold the prices in its quote firm for 90 calendar days from the date specified for the closing of this RFQ. In order to evaluate quotes to ensure requirements of the solicitation can be met, the following information shall be submitted: Completed and signed Standard Form (SF) 1449, page 1. Representations and certifications or a statement of assurance all required representations and certifications are up to date in the System for Award Management (SAM). Quoted product specifications.
