GENERAL INFORMATION: This solicitation is being issued as a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and corresponding attachments constitute the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government will award a Firm Fixed-Price Contract resulting from this Request for Quote (RFQ). The associated North American Industrial Classification System (NAICS) code for this procurement is 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and the Product Service Code (PSC) is 1730 (Aircraft Ground Servicing Equipment), with a small business size standard of 1,250 employees. This requirement is a 100% Total Small Business Set-Aside and only qualified offerors may submit quotes. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-08, effective 13 August 2020. The Virginia Army National Guard (VAARNG), Virginia Army Aviation Support Facility (VAASF), is seeking to purchase an Aviation Maintenance Power Cart, comprising of specific salient characteristics and compliant with commercial and DoD standards, to be delivered by, or prior to, 29 November 2020. Questions will be received until August 26, 2020, no later than 11:00 am Eastern Time. BASIS FOR AWARD: The government intends to award to the responsive, responsible vendor whose quote is the lowest price and meets the requirements as stated in the salient characteristics for the items requested QUOTATION SUBMISSION: Quote submission response to the RFQ shall be received no later than September 2, 2020 at 2:00 pm Eastern Time. All quotes shall be submitted via email ONLY to Jennifer Schwarz at jennifer.schwarz.civ@mail.mil. All quotes offered after the described date and time may be determined UNRESPONSIVE. The government will incur no costs associated with the preparation of the quote. The offeror shall identify any pricing discounts included in the pricing proposal. Vendors shall complete unit prices and total amount for each contract line item number (CLIN). Vendors may propose an alternate CLIN structure as long as it approximates the CLIN structure in the solicitation. All quotes shall be FOB Destination with the cost of freight/delivery included in the total price. Attachment includes pricing schedule and provisions and clauses.
