This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02, 06 MAY 2019 and the Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20180928. This acquisition is 100% set aside for small business concerns and is under North American Industry Classification Standards (NAICS) code 238220 with size standard of $15 M. The contractor is required to completely fill in all required data fields using the following web address: www.ecmra.mil Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard warranty.
