This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is a request for quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05, effective 05/22/2024. The associated North American Industrial Classification System (NAICS) code for this procurement is 332510 with a small business size standard of 750 employees. The Iowa National Guard is seeking to purchase one electronic key management system per the salient characteristics (specifications) listed in Attachment #1 – Purchase Description. Bases for award is lowest price meeting the minimum salient characteristics. Submission requirements shall include a completed Attachment #3 – Contractor Information and Pricing Tables and product literature in sufficient detail to allow the requiring activity to determine if the offered system meets the minimum salient characteristics (requirements) to include warranty information. Quote submission shall be received not later than 10:00 am central (local) time on 10 Sep. 2024. Electronic quote is preferred and shall be submitted via email to Dan Collins, daniel.w.collins.civ@army.mil. Regardless of how the quote is delivered, the contractor is responsible for ensuring it is received in the USP&FO-Iowa Purchasing and Contracting office not later than the due date and time. Late submissions will be treated in accordance with the solicitation provision at FAR 52.212-1(f). You are invited to submit comments/feedback in response to this Sources Sought Request for Information (RFI) concerning an upcoming solicitation for a Key Control System for the Iowa Army National Guard. Quotes are not requested at this time; this is only a market research RFI to determine the number of eligible contractors and their business size. All specifications for the proposed Key Control System shall meet or exceed the salient characteristics (specifications) described below. Please provide comments/feedback, to include the following: 1. Can your business provide a schedule quote for this requirement from a GSA contract? 2. Can your business provide this requirement from an open market quote? 3. Are the salient characteristics either too vague or too restrictive? 4. Shall be capable of holding a minimum of 128 standard type keys. Note: Item Unique Identification (IUID) label will be required per DFARS Clause 252.211-7003 “Item Identification and Valuation” for end-items priced at $5,000 and above.
