The Midwest Counterdrug Training Center (MCTC) requires technical instruction services for a “Crisis Hostage Negotiations, Level I and II” course for a base (approximately nine (9) months, depending on date of award) with six (6) iterations, plus four (4) 12-month option periods with up to 10 iterations. We are in the market research stage of this acquisition and are searching for vendors who can provide the following services. The requirements below are copied and pasted from the Performance Work Statement (PWS) draft. Please understand some changes may be made on the PWS when the official solicitation is posted. Please review the specifications below and respond to this email by no later than Friday, 5 August 2022, 8:00 a.m. local (central) time. Requirements: 5.0 Requirements: The contractor shall: 5.1 Provide a Crisis Hostage Negotiations course which is scalable from Level I to Level II for up to 30 law enforcement officers and military personnel involved in counternarcotic missions per iteration. The course length shall be a minimum of 40 hours of instruction over a period of five (5) class days. The Contractor shall provide multiple iterations of the course, at dates and locations to be coordinated with MCTC during the contract performance period. Dates and locations for each course iteration are selected based on training requests submitted by law enforcement agencies. The course title may change during the life of the contract per MCTC’s needs, but the course topics will remain constant. The Contractor shall update the content within the course topics upon MCTC’s request, and as necessary to keep the course current and relevant throughout the contract PoP. 5.1.1 The contractor shall develop the course in a manner that shall be presented in person. 5.1.2 Course Iterations. The contractor shall provide the course on dates and at locations to be determined by MCTC, based on training requests from law enforcement agencies. All locations will be within the MCTC service area described in paragraph 1.4.1. 5.1.2.1 The contractor shall provide six (6) course iterations in the base period. 5.1.2.2 The contractor shall provide up to 10 course iterations in each of the option periods. The number of iterations in the option periods will be determined by funding availability and the Government’s need. 5.2 Target Audience: Up to 30 law enforcement or corrections officers, military personnel directly involved with counternarcotics missions. The target audience will include local, state, and federal law enforcement or corrections officers with an emphasis on civilian law enforcement, non-law enforcement members of a crisis negotiation team, mental health professionals supporting law enforcement activities, members of the clergy supporting law enforcement activities, or emergency communication personnel. 5.3 Course Content. Course content shall be unique to this course and shall not duplicate the content of other courses provided by MCTC or other National Guard Training Centers, with the exception of case law examples. To ensure that MCTC is teaching constitutionally permissible practices, a professional who has legal training and experience in the conduct of criminal court proceedings on behalf of the Government (e.g., current or former attorney, District Attorney, etc.), shall vet the course. The course of instruction shall cover the following topics (learning objectives), at a minimum: 5.3.1 Course Content Level 1: The course of instruction shall cover the following topics (learning objectives), at a minimum: 5.3.1.1 Introduction – History of Crisis/hostage negotiation 5.3.1.2 Pre-incident planning 5.3.1.3 Effective Communication 5.3.1.4 Abnormal psychology 5.3.1.5 Command response 5.3.1.6 Negotiating as a team 5.3.1.7 Recording the crisis/hostage negotiation incident 5.3.1.8 Suicide intervention for law enforcement personnel 5.3.1.9 Principles of negotiation 5.3.1.10 Phases of negotiation 5.3.1.11 Intelligence and information management 5.3.1.12 Special considerations for drugged personnel 5.3.2 Course Content Level 2: The course of instruction shall expound on the topics in Level I and shall cover the following additional topics (learning objectives), at a minimum: 5.3.2.1 Introduction – Overview/review of main teaching points of Level I 5.3.2.2 Contemporary look at subject precipitated homicide 5.3.2.3 Integrated intervention strategies 5.3.2.4 Unique challenges for law enforcement (jumpers, etc.) and how to address them 5.3.2.5 Additional mental health disorders and how narcotics affect the individual 5.4 A slide presentation is required. 5.4.1 Slides shall display the MCTC logo (a mock-up of the MCTC logo is authorized for proposal submissions; the official MCTC logo artwork will be provided upon award). No other corporate logos shall be displayed. 5.4.2 Slides shall be unique to this course and shall not duplicate the slide content of other courses provided by MCTC or any other National Guard Counterdrug Training Centers. 5.5 Pre-test and Post-test. The contractor shall administer a pre-test and post-test to each student. 5.5.1 Pre-test and post-test may be written or practical, or a combination thereof. 5.5.2 Pre-test shall assess students’ pre-course knowledge and understanding of the course topics. 5.5.3 Post-test shall assess students’ post-course knowledge and understanding of the course topics. 5.6 PEs. The contractor shall incorporate PEs into the instruction to reinforce teaching points. All PEs shall be clearly defined and structured for review in the submission. Crisis/hostage negotiation practical exercises must be scenario-driven and be developed sufficiently to: 5.6.1 Represent relevant training objectives reflective of a contemporary law enforcement environment involving drug-affected subjects and/or those involved in drug related offenses. 5.6.2 Be based on a well-scripted scenario that reflects meaningful training objectives. 5.6.3 Be able to challenge students to apply effective teamwork, communication skills, intelligence management skills, decision-making skills, and to develop and apply a mitigation strategy. 5.6.4 Apply the use of specialized hostage negotiation communication equipment. (1 specialized crisis/hostage phone per each 6 students.) 5.6.5 Have adequate notional data to represent input from patrol, tactical, and command elements. 5.6.6 Have specific evaluation criteria for each team member position. 5.6.7 Be followed by an after-action review that addresses training objectives and each team’s ability to meet established training goals. 5.6.8 The contractor shall provide role players for the PE scenarios. 5.6.8.1 The contractor shall provide the names of the role players to the COR at least seven (7) days prior to each course iteration for approval. The contractor shall acknowledge this in their proposal. 5.6.8.2 The contractor shall provide a list of all materials and equipment required to conduct the PEs in the submission, in adequate quantity to accommodate all instructors, role players, and students. 5.7 Student manual. The contractor shall provide a student manual, which shall be used as a reference/resource for students to use during and after the course. The contractor shall ship student manuals for course iterations to the location disclosed by the MCTC no less than one (1) week prior to the scheduled course date. The contractor shall provide a student manual to each course participant the 1st day of each in-person course iteration. The contractor shall acknowledge these requirements in their proposal. The student manual shall be: 5.7.1 Professionally and thoroughly researched and developed. 5.7.2 Comprehensive, current, and relevant. 5.7.3 Professionally organized, assembled and securely bound (hard copy student manual is required). 5.7.4 Display the MCTC logo in color on the front cover (a mock-up MCTC logo for proposal submission is acceptable; official MCTC logo artwork will be provided by MCTC upon award); shall not include any other logos. 5.7.5 Digital media. A copy of the student manual on digital media is optional, but if provided, it shall: 5.7.5.1 Display the MCTC logo in color on the front cover (a mock-up MCTC logo for proposal submission is acceptable; official MCTC logo artwork will be provided by MCTC upon award); shall not include any other logos. 5.7.5.2 Also be provided to each student physical/hard copy on the first day of each course iteration. Offeror and Instructor Qualifications: Offeror Qualifications. The contractor shall meet the following minimum qualifications: The offeror (contractor) shall have prior experience in the design, development, and delivery of law enforcement courses to civilian law enforcement personnel at the local, state, or federal level. Offerors (contractors) who have developed and delivered a Crisis Hostage Negotiation Courses (Level 1 and 2) of at least 40 hours in length and similar in scope to that requested are preferred. Offeror (contractor) shall determine the appropriate number of instructors required to conduct the course based on instruction methodology and class size, with a minimum of 1 instructor to 15 students. Instructor Qualifications. Each proposed instructor shall meet the following minimum qualifications: Instructor(s) shall have a background in training law enforcement and be currently engaged in training law enforcement officers on the subject of Crisis Hostage Negotiations. Instructor(s) shall have studied, practiced, researched, taught, and consulted on Crisis Hostage Negotiations. Instructors(s) shall have a minimum of 10 years of experience as a Hostage Negotiator. Instructor(s) shall have with a minimum of five (5) years of experience training law enforcement officers on Crisis Hostage Negotiations. Instructors with 10 or more years of experience training law enforcement officers on Crisis Hostage Negotiations are preferred.
