This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W912LN-21-Q-0003 is issued as a Request for Quotes and incorporates provisions and clauses in effect through Federal Acquisition Circular 05-89. This Procurement is being posted as a total small business set aside under the NAICS code 562991 with size standard $7.5 million. USPFO for Vermont, VT-PFO-PC, has a Firm Fixed Price requirement for a vendor to provide portable toilets and hand washing stations for a VT ARNG unit’s Annual Training at Camp Ethan Allen in Jericho, Vermont 05465. Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. FAR 52.232-18 Basis of Award: The government will award a firm fixed price contract resulting from this solicitation to a responsible vendor whose quote conforms to this solicitation and is considered most advantageous to the Government, based on price, past performance, and technical proposal . The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest and accept other than the lowest offer from an offeror providing a best value proposal.
