COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items provided in accordance with the format in FAR Subparts 12.6 and 13.5 as supplemented with additional information included in this notice. Solicitation W912LN-20-Q-0047 is issued as a Request for Quotes (RFQ) and incorporates provisions and clauses in affect through Federal Acquisition Circular 2005-81. The Vermont Army National Guard USPFO, VT-PFO-PC, has a requirement for supply and laundering of coveralls, fire retardant garments and shop towels at its maintenance facilities across Vermont, as set forth below and in the Performance Work Statement (PWS) attached to the RFQ and incorporated by reference. The Period of Performance is: Period Dates Base Period (26 weeks) 30 Sep 2020 – 31 March 2021 Option Year 1 (52 weeks) 01 Apr 2021 – 31 March 2022 Option Year 2 (52 weeks) 01 Apr 2022 – 31 March 2023 Questions concerning this solicitation must be submitted in writing via email to kathleen.b.oneill.civ@mail.mil no later than 09 September 2020 at 1:00 p.m. EST. The NAICS code and small business size standard for this procurement are 812332 and $41,500,000 respectively. Contractors must state in their quotes their business size for this NAICS code. Offers must be sent in writing via email to kathleen.b.oneill.civ@mail.mil and joyce.l.merrill.mil@mail.mil not later than 9:00 a.m. eastern standard time, 17 September 2020. Award will be made on or about 23 September 2020. Contractors must be registered in the System for Award Management (SAM) prior to receiving any contract award. Contractors can register in SAM via the Internet at https://www.sam.gov/. Registration can take some time to process. Contractors must provide a current, valid CAGE code to the VT-PFO-PC no later than 9:00 a.m. E.S.T. 22 September 2020. If the otherwise successful vendor does not have a valid CAGE code at that time, the government may award to another vendor. The government will award a Firm Fixed Price contract resulting from this solicitation to a responsible vendor whose quote conforms to this solicitation and is considered most advantageous to the Government. Which quote is most advantageous to the Government will be determined based on the following evaluation factors: price and past performance. The past performance factor will be evaluated based on a minimum of three performance references provided by the contractor, which will be PIIS checked by the VT-PFO-PC, as well as available CPARS/FAPIIS reports. References must be for provision of similar services and within the last three years. All quotes will be evaluated to determine whether the offeror’s methods and approach have adequately and completely considered, defined, and satisfied the requirements specified in the PWS. Quotes also will be evaluated to determine the extent to which the proposed approach is workable and the end results achievable. Conditional offers or offers that are subject to additional terms and conditions not included in the Request for Quotes are not acceptable and will be deemed non-responsive. Offerors must disclose if they intend to subcontract all or part the work and if so the identity/identities of the subcontractor(s). All quotes should include the following; failure to include all of the following may result in a quote being deemed non-responsive: Pricing table (above and attachment to the RFQ) Three (3) Past Performance References for performance of similar services within the last 3 years Completed FAR 52.204-24 Vendor Representation (attached to RFQ) The offeror must be able to deliver to the following locations, in accordance with the Deliverables Schedule included as Technical Exhibit 2 of the Performance Work Schedule: Camp Johnson, 789 National Guard Road, Colchester VT 79 Airport Road, Fair Haven, VT 6115 VT Rt. 100 North, North Hyde Park, VT 23 Armory Lane, Westminster VT 57 Ethan Allen Road, Jericho VT 141 Shamrock Road, South Burlington, VT Quotes should be structured using the pricing table attached to the RFQ. All responsible sources may submit an offer which, if received in a timely manner, will be considered. Only such information as needed to permit a complete and accurate evaluation of the proposal should be considered. The Government intends to evaluate offers and award a contract without discussions. Therefore the offeror’s initial quote should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to seek clarification or to conduct discussions if later determined by the Contracting Officer to be necessary. The government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
