Requesting Agency Minnesota Army National Guard This is a Sources Sought Synopsis for the purpose of conducting market research, and obtaining industry information ONLY. The information will be used for identifying potential sources interested and having the capability of providing subsistence to the Minnesota National Guard. This is not a solicitation announcement for quotations, proposals or bids and no contract will be awarded from this announcement. No proposals are being requested, nor accepted at this time. The purpose of this synopsis is to gain knowledge of interest from Small Business concerns including 8(a), Historically Underutilized Business Zone (HUBZone), Small Disadvantaged Business (SDB), and Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The USPFO for Minnesota will use this information to develop an acquisition strategy for the upcoming subsistence requirement. If you respond to this notice, you may be invited to one or more future solicitations in regards to the referenced requirement. We will announce and post any future solicitations separately. No reimbursement will be made for any cost associated with providing information in response to this announcement and/or any follow-up information request. The United States Property and Fiscal Office for Minnesota (USPFO-MN) proposes to establish a "State Competitive Food Contract" for the Minnesota National Guard. Contract will provide for a base period with 4 ordering periods to be exercised at the Government's discretion. The Contractor will provide all personnel, labor, transportation, manifesting, and packaging of unprepared subsistence items for delivery to units in the Minnesota National Guard at approximately 77 locations throughout Minnesota. Contract type shall be a Fixed Price/Indefinite Delivery/Indefinite Quantity. Resultant Contract will be utilized by Minnesota National Guard customers. Award of proposed contract will be for the entire State of Minnesota and awarded to one Full Line Food Service Distributor. The Vendor is defined as a source that is capable of supplying all of the following categories of items: a. Chilled Products b. Frozen Fish, Meat, Poultry c. Semi-perishable Food Items (i.e., Canned Foods, Condiments, Sauces, Seasonings, Spices, Fats, Oils, Confectionery, Nuts, Sugars, etc.) d. Frozen Foods (fruits, Vegetables, Prepared Foods except Fish, Meat and Poultry) e. Fresh Fruits and Vegetables f. Cereals (Hot and Cold) g. Eggs h. Dairy and Ice Cream Products i. Beverage and Juices j. Bakery products k. In addition, the Government reserves the right to incorporate any Consumable (Disposable) Product associated with the preparation and serving of food items into the resulting contract. This will include, but not be limited to: paper plates, cups, napkins, wax paper, aluminum trays and foil, plastic spoons, forks, knives and cleaning supplies. Vendor must have a web-based ordering system/placement in full working order at time of award and be willing to provide a tutorial video of the site during solicitation. The platform must support approximately 150 user accounts. Each account will have catalogue access for order placements. Historical Data: Each month a Delivery Order was issued to the vendor with subsequent deliveries. In the previous two option years the contract had 680 and 524 individual deliveries respectively. Not including orders picked up at the local warehouse. The previous two years had 54,189 and 41,904 items ordered respectively. Vendor must be capable of invoicing through Wide Area Work Flow (WAWF), with payment to one location. Payments cannot be made to multiple locations. All interested small business concerns will provide this office the following: (1) A statement of positive intent to submit a quote; (2) Company Name, address, point of contact, telephone number, email address and Website address; (3) DUNS and/or CAGE number (4) Small Business status, to include 8a, HUBZone, SBD, SDVOSB, large / small business etc. Status of 8(a) or HUBzone contractors will be verified by the Small Business Administration (SBA); (5) A brief outline of resources that would be used to accomplish the requirement. In the event sufficient small business contractors are not available for adequate competition for this requirement, it will be advertised as unrestricted.
