This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-01. This combined synopsis/solicitation is a cascading small business set-aside. North American Industrial Classification Standard 721110 applies to this solicitation; business size standard is $32.5 million. The Contracting Officer reserves the right to award under a different NAICS if the company would qualify as a small business under the solicited NAICS. The following is needed: -This is a ONE day event. -Dates of event: Sunday, 28 April 2019 -Request access for setup at approximately 1600 the day prior to the event, 27 April 2019 -Number of attendees per event: Approximately 400 -Location shall be within 50 miles of Duluth, MN -Supervision: The Contractor shall provide a contract manager on site who shall have full authority to act for the contractor on all matters relating to daily operations under the contract and function as the initial point of contact for the government. CLIN 0001: Registration Space - 1 each Time available: 0500 - 1800 Five (5) tables, approximately 6'-8' in length, skirted, with two (2) chairs each. Preferred near breakfast location CLIN 0002: Extra-Large Meeting Space - 1 each Time available: 0500 - 1800 Sitting room for approximately 400 attendees. Room set with round tables, 8 individuals at each table Continuous self-service ice water, iced tea, coffee and hot tea Appropriate staging & podium with American Flag (if available) Microphone - wireless preferred Mixer to produce sound & volume for microphone Screen(s) (8' or appropriate for size of audience/room) Projector for PowerPoint presentations Wi-Fi connection for computer Notepads/pens, if available CLIN 0003: Breakout Rooms - 5 each Time available: 0500 - 1800 Sitting room for approximately 75 attendees. Set up in classroom style Continuous self-service ice water Projector and screen Wi-Fi connection Microphone - wireless preferred Podium Notepads/pens, if available CLIN 0004: Child/Youth Care Rooms - 3 each Time available 0500 - 1800 Registration table outside each room with chairs Approximately 40 attendees each room TV/DVD/Blu-Ray player in each room Old tablecloths, if available Continuous self-service ice water in each room One (1) Child care room , estimated ages 0-4 from 0600 - 1700 Three (3) 6' or 8' table One (1) Youth activity room, estimated ages 5-12 from 0600 - 1700 Two (2) round tables and chairs Wi-Fi access Snacks to be delivered directly to this room at designated time One (1) Youth program room, estimated ages 13+ from 0600 - 1700 One (1) 6'-8' table CLIN 0005: Administrative Staff Room - 1 each Time Available: 0500 - 1700 Tables/chairs to seat 12 people Wi-Fi access Continuous water and coffee CLIN 0006: Financial Support Room - 1 each Time available: 0700 - 1700 One (1) table with four (4) chairs CLIN 0007: Dining Space - 1 each Seating for approximately 400 attendees Round tables with eight (8) chairs Support Package: Mixer to produce sound & volume for microphone Microphone - wireless preferred CLIN 0008: Vendor Space Time available: 0600 - 1700 Large enough to accommodate 15-20 vendor tables 6'-8' foot tables with draped tablecloths and chairs Space not to impede foot traffic CLIN 0009: Parking Approximately 200 cars 20 passes for vendors CLIN 0010: Meals Approximately 400 attendees each meal Breakfast: Breakfast buffet (eggs, meat, potato, fruit, pastries, juices, coffee, tea, water) Buffet: Minimum of 2 lines, double sided Lunch: Lunch with salad and dessert Beverages: coffee, tea (iced & hot) and water (available during entire event) CLIN 0011: Lodging Approximately 110 lodging nights (75 Saturday night/35 Sunday night) Late check-out of 1300 requested All rooms will be at the Government rate No Federal taxes will be paid under this contract, as the Federal Government is tax exempt. Final numbers and room listing will be provided NLT 3 days prior to event Rooms not being used will be released back to the hotel CLIN 0012: Manpower Reporting The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address: https://cmra.army.mil. Preparing and Submitting your Quote: Offerors shall provide pricing for the above items to the Minnesota Air National Guard, 4680 Viper Street, Duluth, MN 55811-6031. Please make quotes valid until 19 April 2019. All questions must be directed to Rebecca Dimler at rebecca.p.dimler.mil@mail.mil no later than two business days prior to quote due date or may not be considered. All questions and answers must be in writing. Do not contact other Government personnel, as this will only delay receipt of answers. All questions and the answers provided will be released to all eligible offerors on a non-attribution basis. All terms and conditions remain unchanged unless amended in writing. Evaluation: The Government plans to award a contract resulting from this solicitation to the offer conforming to the solicitation which will be most advantageous to the Government. Quotes will be evaluated using price, technical, delivery, and past performance factors considered. Technical, delivery and past performance factors, when combined, are approximately equal when compared to price. All solicitation specifications are not absolute and the 148FW will consider innovative solutions to this requirement. Multiple awards may be considered, if most advantageous to the Government. GOVERNMENT INTENDS TO ISSUE ONE (1) CONTRACT BUT RESERVES THE RIGHT TO CONSIDER PARTIAL OR MULTIPLE AWARDS.
