The USPFO for Minnesota Purchasing and Contracting Office, intends to issue a Request for Quotation to award a single firm-fixed-price contract for MN Broadcasting services. These services are required to promote the MNARNG and aid the MNARNG in meeting recruitment objectives. VENDOR CAPABILITIES The MNARNG is researching capable vendor's that will provide the Minnesota Army National Guard (MNARNG) the ability to advertise at the State and local level using both: (1) Public Service Advertising (PSA); and (2) Non-Commercial Sustaining Announcements (NCSA), a hybrid between PSA and paid advertising. Any Small Business concerns who has the capability to perform this requirement, should send an email response with their capability and relevant past performance as it relates to the Non-Commercial Sustaining Announcements program (NCSA). Your attention is directed to FAR Clause 52.219-14 LIMITATIONS ON SUBCONTRACTING paragraph (c)(1) which states by submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for (1) "Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern". Note: all contractors must be registered in the System for Award Management (SAM) with DFARS Representations and Certifications completed, in order to receive a contract from any DOD activity. Contractors may access the SAM.GOV website at: https://www.sam.gov// to register and/or obtain information about the SAM program. This source sought is issued for informational and planning purposes only. Reponses will not be returned. The information will be used to conduct market research to identify qualified, experienced, and interested potential sources and commercial practices in support of the government's requirements. Respondents will not be notified of the results of the evaluation. The Government does not intend to award a contract based on responses received under this announcement.
