This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is being issued as REQUEST FOR PROPOSAL and constitutes the only solicitation; quotes are being requested. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular, FAC 2019-03. Offerors are encouraged to read the entire Request for Proposals to ensure they provide all required information and complete all fill-ins required.
