This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is being issued as REQUEST FOR QUOTE and constitutes the only solicitation; quotes are being requested. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular, FAC 2020-04. The MN ARNG has a requirement for 26,000 Washable face coverings (masks) for wear with the Army Uniform. Masks must fit snugly but comfortably against the side of the face. Minimum mask size shall be 8.5 inches width, 5 inches height to cover noes, 3.5 inches height at side of face. Must be secured with ties, or wrap-around fabric Include multiple layers of fabric. Allow for breathing without restriction. Colors shall be olive green or tan or compliment the attire of the Army Uniform. Not all masks need to be the same color. Mask cannot have any logos, insignia or wording on displayed. Masks must be composed of Anti-Microbial Technology and Durable through a minimum of 75 home launderings without damage or change to shape. N-95 masks or similar style respirators will NOT be considered. Masks cannot display any printed wording, brand logos, profane, derogatory or racist imagery. Delivery Schedule Requirements PRE-AWARD: Upon request by the Government: Two (2) fully completed sample masks MUST be delivered to BLDG 11-159, 15000 Highway 115 Camp Ripley, Little Falls, MN, 56345 for physical validation and approval. Sample masks must be delivered to the Government within 7 days upon request in order to be considered for award. Shipping costs will not be reimbursed and the quantity shipped will count off the total order, if approved and awarded. If the sample is approved, the remaining quantity to be delivered is 25,998. If not approved, sample masks will not be returned to the vendor and the Government will not be reimbursed for any costs. POST AWARD: Delivery date of masks must take place within 14 days at date of contract. Innovative solutions are encouraged and may be evaluated in accordance with the intent of this requirement. At the time of evaluation of your quote/bid/proposal, your company must have an active status in SAM.gov. All questions and quotes must be directed via email at eric.a.ahlgren.civ@mail.mil. Emailed quotes are preferred. Late quotes may be rejected at the Contracting Officer’s discretion. Electronic Documents: All electronic documents must NOT be “secured”, “locked”, or otherwise inaccessible. Submitter risks rejection if documents prove inhospitable to viewing and evaluation. Utilize standard Microsoft or Adobe formats, and net file size of all documents should be less than 10MB.
