This Combined Synopsis and Solicitaiton RFQ is for the purchase of laboratory analysis service of lead samples to be conducted in an accredited laboratory. All requirements are outlined in the attached solicitation and PWS. Address questions to the POC listed below. THIS AMENDMENT 1 CLARIFIES ACCREDITATION AND CERTIFICATION: New revised requirement states, as outlined in the attached Combined Synopsis & Solicitation and PWS, that the "Contractor and contractor’s laboratory must be accredited through at least one of the two following programs. The American Industrial Hygiene Association's (AIHA) Environmental Lead Laboratory Accreditation Program (ELLAP) (https://www.aihaaccreditedlabs.org/), or the Environmental Protection Agency's (EPA) National Lead Laboratory Accreditation Program (NLLAP) (https://www.epa.gov/lead/national-lead-laboratory-accreditation-program-nllap), so to perform the lead analysis. Contractor will provide the certification and/or accreditation documentation to the COR initially and annually." THIS AMENDMENT 2 CLARIFIES/ANSWERS a variety of recent vendor questions, see below here: Q: Will the contractor be required to appear at/on the base for any field activities? A: No, the contractor is not required to be on base, or have in-person meetings. Q: Can the contractor hold all required meetings via teleconferencing or web-based meeting platforms; no travel necessary? A: Yes, all meetings can be virtual and conducted via VTC, teleconferencing or web-based meeting platforms. Q: Can the contractor/contractor's laboratory be located anywhere in the United States? A: Yes, the contactor's location and laboratory can be located anywhere in the US. Q: Can the contractor provide the requested sampling tubes and wipes only once a quarter? A: Yes, quarterly requests/delivery of supplies is acceptable. Q: Will the cost of shipping samples to and from the MN ARNG be on the contractor? A: Yes, all mailing/shipping costs, both directions, will be absorbed/paid for by the contractor. Q: Is there any requirement for chain of custodies for the samples? A: No, we do not require chain of custody. Must see attached Combo Solicitation and PWS.
