No comparable companies have been found suitable to provide Hoist training with the DoD to the level of specificity that Colorado needs in order to operate efficiently and effectively with other state agencies in rescue operations. Alaska used ARS for initial Hoist training in 2020 during the limited user evaluation for a new hoist cable fielded by Breeze Eastern. The Air Force has also used ARS in Japan for Hoist training as well the Army Mountain Warfare team in Vermont. There are no other companies that provide the level of training with the historical background supporting the manufacture of the Hoist and the DoD. When the Colorado Army National Guard was tasked with developing a Hoist Master Course, it was apparent that the team lacked the institutional experience to safely conduct hoist operations and training. In order to meet the requirement to conduct training in accordance with the ARMY Hoist SOP, strict focus on dynamic hoist operations and oscillation are paramount. Air Rescue System's equipment, including the "two up device," is all NSN-approved items and therefore is the only entity that meets both the FAA and DoD hoist training requirements for the COARNG. They have also set a precedence for training with other DoD agencies conducting Hoist operations, including the 33rd Rescue Squadron, Alaska National Guard, Virginia National Guard, and the Army Mountain Warfare team. While precedence alone is not justified, out of the 54 states with a hoist, no other state has an approved external hoist training program outside of the units listed above that have trained under ARS.
