Combined Synopsis/Solicitation - Request for Quote W912LA-19-R-5017 Geospatial Light Table Software 195th Wing, Beale AFB, California The following Request for Quotes (RFQ) is being used for the procurement of antennas for the 234th Intelligence Squadron (IS) located at Beale AFB, California. The North American Industry Classification System (NAICS) code for this procurement is 541511. The size standard, as described by the U.S. Small Business Administration for this procurement, is $30,000,000.00. Small Business determination and tax identification numbers shall be submitted with quotes. This Request for Quote is being issued as Full & Open Competition. Offerors must be registered in the System for Award Management (SAM) to be considered for award. Offerors may register at www.sam.gov. A DUNS (Duns and Bradstreet) number is required in order to register. Requirements: Due to mission requirements of the 234IS, the electronic light table must be able to ingest industry standard imagery formats, especially NITF imagery files. The software shall be able to integrate well with ArcGIS, as well as be able to perform detailed spectral analysis. This spectral analysis needs to be able to support functions such as mapping flood extents, wildfire burn severity, identifying burn extents, and change detection. The software must have preconfigured algorithms for running these analyses simultaneously, or identify how many may analyses can be run simultaneously. The software should also be able to integrate with Google Earth, be able to process and analyze full-motion video and LIDAR. Finally, any software should be provided with a minimum of a Certificate of Networthiness (or equivalent) issued by a DISA/DoD component. All software licensing will be permanent and not subscription based. Software patches and updates will be made available to the Government without additional cost to support the original version supplied with the product. The Government only intends to award one contract, but reserves the right to issue multiple awards if determined to be in the best interest of the Government. The Government does not intend to conduct discussions, but will do so if determined to be in the best interest. The following factors shall be used to evaluate offers: 1. Technically Acceptable - defined as being able to supply the product requested or equal. 2.
