The West Virginia Army National Guard (WVARNG) is soliciting HUBZONE vendors to provide quotes for a base plus 4 one year option/ordering period IDIQ contract to perform Records Digitization and Indexing Services, as defined in the Performance Work Summary (PWS). The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to digitize the paper and micro film. The anticipated Periods of Performance PoP for the IDIQ's ordering period is 5 years. Each task order placed on the IDIQ will have a period of performance. All requirements will be in accordance with the Performance Work Statement (PWS), which is attached and made part of this solicitation, no partial quotes will be accepted, all or none applies. The solicitation will be issued as a Request for Quote (RFQ) from the USP&FO for West Virginia , Purchasing and Contracting Division, Buckhannon, WV. Principle NAICS is 518210. This acquisition is utilizing procedures in FAR part 13.5, Simplified Acquisition Procedures. This requirement is set aside 100% for HUBZONE certified small businesses only. Solicitation is estimated to be posted on or about 17 June 2020. The resulting contract will require the Contractor to be compliant with the Contract Manpower reporting (CMR) system. The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the WVARNG via a secure data collection site. See attached Performance Work Statement for more information. In order to be eligible for award, the successful offeror's System for Award Management (SAM) registration must be active and includes representations and certifications. This solicitation will be issued electronically, therefore hardcopies will not be provided. Upon release of the solicitation, it will be available on the Federal Business Opportunities website on https://beta.sam.gov or https://www.fbo.gov. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to periodically access the above Internet address in order to obtain any amendments that may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of offers may render your offer nonresponsive and result in the rejection of same.
