Presolicitation Notice Single Project Small Business Set-Aside RFP NAICS Code: 238120 - Structural Steel and Precast Concrete Contractors The USPFO for WV intends to issue a Request for Proposals (RFP) to award a single firm fixed price contract for the construction of two (2) unheated pre-engineered metal buildings to be built at two (2) different locations; Williamstown, WV and Wheeling, WV. This will include but is not limited to site work, site utilities, general trades, mechanical, electrical, fire protection work and connection to existing utilities. These buildings will house two (2) UH-60 aircraft each and will be placed in same area currently used for aircraft parking/tie-down. The approximate size of the buildings is 150' X 90' with a vertical clearance of 20' to 25'. Exact dimensions to be determined during design. Suitable foundation design within the existing concrete pad area to be determined during design. Magnitude of the project is between $1,000,000 and $5,000,000. Construction/contract completion time is 120 calendar days after notice to proceed is issued, this includes inspections and punch lists. This notice is for planning purposes only. All interested parties should respond by completing the attached "Sources Sought Response Form" an email it to Rick Osborne at richard.l.osborne2.civ@mail.mil. Scope of Work: Work shall consist of furnishing all labor, equipment, materials and warranties and site survey to accomplish installation of two (2) Unheated Pre-engineered Metal Buildings. One to be built at the Williamstown AASF #1 and the second building to be built at Wheeling AASF #2. These buildings will each house two (2) UH-60 aircraft each and will be placed in same area currently used for aircraft parking/tiedown. The approximate size of the buildings is 150' X 90' with a vertical clearance of 20' to 25'. Exact dimensions to be determined during design. Suitable foundation design within the existing concrete pad area to be determined during design. The magnitude of this project is between $1,000,000 and $5,000,000. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 20 July 2020. This notification, which shall not exceed five typewritten pages, must include (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Source Sought Information Request Form (attachment) and (3) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
