This announcement constitutes the only solicitation. Quotes are being solicited and a written solicitation will not be issued. Solicitation number W912L7-22-Q-0519 is hereby issued as a Request for Quote within the TN area. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2202-06 effective date 26 May 2022. The following Clauses are applicable to the quote: 52.212-1 Instructions to Offerors – COMMERICAL ITEMS 52.212-2 EVALUATION - Evaluation-Commercial Items (Oct 2014) - As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows: PLEASE RETURN THE FOLLOWING: TECHNICAL offer describing your technical approach to accomplishing all of the requirements in the PWS. The completion time described in the PWS is critical all work must be done on a weekend (Friday – Monday) and work including the final walkthrough must be done prior to September 26, 2022. Contractor should pay special emphasis in their technical offer on how they plan to accomplish the work in a timely manner. (You will be evaluated below) Price Quote: This must be a separate document from the technical offer. 52.204-24 ATTACHED Cost RFQ (Excel sheet) Evaluation-Commercial Items (Oct 2014) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical – 5.0 – 5.1.11 Requirements in PWS – read the requirements and note the award will not be based solely on price. SAM registered and 52.204-26 Price Past Performance Technical and past performance, when combined, are approximately equal to price. Vendor must be current with Certification on SAM - Vendor must have NASIC CODE of 238330 in order to qualify for award. Vendor will provide GRAND TOTAL on RFQ with the quote. Vendor must submit quote on time in order to be considered for award. Check for modifications on SAM.gov | Home Vendor must comply with the PWS and RFQ pricing template in order to be considered for award. Invoicing/Billing will be done electronically through WAWF-Wide Area Workflow - Procurement Integrated Enterprise Environment (PIEE) (eb.mil) after event has been completed. No up front payments will be made. Award/Contract is a firm fixed price contact. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Not Applicable -No Options (c) A written notice of award or acceptance of an offer, emailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Notification of award or acceptance of an offer will be emailed to the contractor.
