This request for justification for other the full and open competition is to bridge the time between the end of the last delivery order the ends 31 July 2021 until a new CHESS contract is in place. The bridge contract shall have a nine-month baseline. The service requirement is to provide accurate time to gather proper market research for the upcoming Multifunctional Device (MFD) Contract for the Tennessee Army National Guard (TNARNG) J6. The items, required quantities, required delivery dates, and delivery locations will be listed in the PWS. This service provides a critical function in support of the TNARNG. 2. This approval is for a new firm fixed priced contract using operational and maintenance funds. 3. Estimated Value: $160,097.31 4. Statutory Authority: the Federal Acquisition Regulation ((FAR) 6.302-1(a)(2)(iii)(A)): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements 5. This is a follow-on acquisition to the previous contract that expires on 31 July 2021 until a new CHESS contract is in place. This requirement requires adequate time to perform an accurate market research for a more reasonable competition. Ricoh is the only contractor capable of providing the services to the TNARNG due to their involvement in the previous contract of which the pricing is estimated to remain the same. 6. Market Research conducted in April 2021 with only two vendors responding and providing inaccurate quotes for the specifications required. When discussing with both vendors who responded, the information provided that required changes to the PWS. TNARNG is requesting an additional nine months to make changes and gather accurate requirements for proper market research. 7. There are no other facts to support the use of other than full and open competition. 8. No actions to remove barriers to competition will be taken as Ricoh is the only manufacturer to provide the current services for the follow on bridge.
