This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The 164th Airlift Wing located at 4593 Swinnea Memphis, TN 38118 , is issuing a combined synopsis/solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. The North American Industry Classification System (NAICS) Code for this requirement is 238220 Plumbing, Heating, and Air?Conditioning Contractors, with a Small Business size standard of $15,000,000.00 million dollars. This document incorporates provisions and clauses that are in effect through the Federal Acquisition Circular (FAC) 2005-87. This Request for Quote (RFQ), Maintenance and Repairs on Aircraft Hangar Wash Rack System and Portable Wash System is a small business set-aside. The Government intends to award a Firm-Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract. If you cannot quote all items requested in this RFQ, please submit quote on what you can provide, as it may be considered if government determines best for the government, however it's the government's intent to award to vendors who can provide all that is requested. Meaning, the goal of this solicitation is to find a business to fill the requirements of the 164th Airlift Wing. If it appears it is more advantageous for the Air National Guard, multiple firms may be used to fill the requirement under this IDIQ. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to provide Maintenance and Repairs on Aircraft Hangar Wash Rack System and Portable Wash System, as defined in the attached PWS CLIN 0001 - Maintenance and Repairs on Aircraft Hangar Wash Rack System and Portable Wash System CLIN 0002 - Contractor Manpower Reporting Application. The contractor shall report ALL contractor labor hours (including subcontractor labor hours if applicable) required for performance of services provided under this contract for the Air National Guard via secure data collection site. All quotes will be evaluated based on price: A site visit for this requirement is scheduled on Thursday, 27 June 2019 at 9:00 am CST. The site visit is not required but it is highly suggested for quoting vendors to get a full understanding of all that we are requesting. (End of Provision) 52.212-2 -- Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract(s) resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Within the continuum, the Government will employ a "Lowest Price" Price The purpose of the price evaluation is to determine whether a quoter's proposed prices for the service are realistic, complete and reflect an understanding of solicitation requirements, and to provide an assessment of the reasonableness of the proposed price. The Contracting Officer shall ultimately make any subsequent award to the quoter whose quote is determined to represent the Lowest Price Technically Acceptable. •(a) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. "Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174).
