AMENDMENT 00001, QUESTIONS and ANSWERS: The purpose for this amendment is to publish the answers to questions asked. 1). QUESTION: “Is a new pricing RFP submitted each month to the three BPA holders or is the pricing fixed for the year?” ANSWER: There are two (2) training periods a month and one to two annual training periods a year. The BPA holders will receive a request for pricing each time there is a requirement to order and delivery bulk food items. 2). QUESTION: “Is the entire order then won or lost or will awards be made by line item?” ANSWER: The order is awarded as a whole not by line. 3). QUESTION: “In the scope, does “delivery equipment, tools, labor, supervision, and incidentals” just mean all aspects necessary to make the deliveries?” ANSWER: Yes. 4). QUESTION: “Is there any information you can provide on the delivery schedule? Such as which bases receive deliveries on which weekends? Trying to understand how building routes would look.” ANSWER: Each order is at a different location, per the list of locations in the Statement of Work (SOW). When a proposal request is put out to the BPA holders, the location will be in the request. 5). QUESTION: “Is there an estimated total spend for the year? Or estimated order size by location? Any information, including previous orders, surrounding what kind of volume each location would be helpful.” ANSWER: The information requested is not releasable. There are two training weekends, per month, and one to two annual training period(s), dependent upon the training schedule for the year. Annual trainings are 15 consecutive days with several orders of bulk food to be delivered. The request to price the items listed in this solicitation is a small order. Orders to follow will not all be small. 6). The quantity for each line item in Paragraph 5 below is increased to 27. 7). This amendment does not extend the proposal due date nor the time. This is a combined synopsis/solicitation for commercial services prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY SOLICITATION; proposals are being requested and a written solicitation will not be issued. 2. Solicitation W912L6-24-R-5049 is a Request For Proposal (RFP) in accordance with the requirements of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and procedures of FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-02 dated January 22, 2024. The FAC and FAR are available at https://www.acquisition.gov. 3. The Oklahoma Army National Guard (OKARNG) intends to award multiple (3) Blanket Purchase Agreements (BPA) for ordering and delivery of Bulk Food Items to multiple OKARNG locations across the State of OK, to include Fort Chaffee AR, in support of the Military Culinary Specialists. The BPA will have a base of 12-months, from the date of award, and two 12-month options. 4. The solicitation is full and open with a small business preference. The North American Industry Classification System (NAICS) code 424410 – General Line Grocery Merchant Wholesalers with a Business size standard of 500 employees. 5. The Oklahoma Army National Guard (OKARNG) intends to award 3 Firm Fixed Price (FFP) BPA’s as follows: LINE ITEM DESCRIPTION QTY U/M 0001 Bulk Food Items 24 JOB 1001 Bulk Food Items 24 JOB 2001 Bulk Food Items 24 JOB 6. The Contractor shall provide all food items ordered (canned goods, dry goods, fresh meats, frozen meats, fresh produce, dairy products, bread products, etc.) from the facility and deliver to approximately 12 locations across the State of Oklahoma, to include Fort Chaffee AR. The Government reserves the right to add and/or remove delivery locations and food items supporting the Military Culinary Specialists’ mission for the OKARNG. 7. The Government will not reimburse any costs incurred, or associated with, in relation to the preparation of a proposal for this solicitation, W912L6-24-R-5049. 8. Delivery and Acceptance will be at the designated location for each Call order, FOB Destination. 9. Provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services applies to this acquisition, to include any addenda to the provision. 10. Clause 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services applies to this solicitation and any addenda to this clause. 11. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this solicitation and all the clauses marked within this clause are applicable to this solicitation and the awarded contract. Included in this combined synopsis solicitation is an attachment of all the provisions and clauses by reference and full text. 12.1.
