QUESTION: “In the PWS 1.1, you are requesting 54 Portable Toilets and 26 Hand Washing Stations. On Technical Exhibit 3, for the timeline of June 18th thru June 25th, by my calculations, to cover all locations, you will need a range of 29 portable toilets and 13 handwash up to 98 portable toilets and 48 handwash. The heaviest day will be June 21. with 98 portable toilets and 48 handwash stations to cover all areas. We have more than enough units to supply your needs, however, please verify if you only want 54 portable toilets. Or, will that number increase to cover all areas as stated in Exhibit 3. Additionally this could be an issue with drop off/ pickup time expectations. What times if any on pickup days will the units be available for pickup and what times are units expected to be delivered?” ANSWER: The Government wants the most coverage possible during the period of 18-25June2023; 98 and 48 is the preferred amount. The requirement is to have a team available to move the equipment, when needed, 24/7 throughout the battlefield. Drop offs are the day before and pickup the evening before and leap frog forward with units. 2. QUESTION: “In the PWS 1.1 you request 26 Hand washing stations. is there a requirement for this being 26 stand alone handwash stations or would a combination of single a double sinks totaling 26 sinks suffice?” ANSWER: Yes; 26 stands alone Hand Washing Stations. 3. QUESTION: “In the PWS 1.3, you state the PoP will be from June 12 through June 30. On Exhibit 3, Location 177, Timeline, starts on June 10. Do we need to supply the units on June 10?” ANSWER: The performance period starts 12June2023 setting units. 4. QUESTION: “In the PWS Requirements 5.1.1. It is stated, the contractor will provide water, toilet paper, hand sanitizer, paper towels, and hand soap. What is the requirement on the hand sanitizer specifically? Is it required in every Portable Toilet?” ANSWER: Hand sanitizer is required for every toilet. 5. QUESTION: “In the PWS Requirements 5.1.2. Is the 2 person team requirement a security requirement and a necessity by that means? We would like the ability , to keep up with work flow if needed, to split a team of 2 into singles, in their own trucks to accomplish all tasks in a timely manner.” ANSWER: Not a security requirement. The two-person team is a performance requirement that will provide a means to service and move Units 24/7 when called. 6. QUESTION: “On the Proposal Pricing Sheet and Checklist, can we add lines for pricing for unmentioned costs IE Hand sanitizer, additional cleanings, delivery fees, moving fees, etc.?” ANSWER: Costs associated with the "Mobile/Portable Latines" will include all incidental costs (i.e. delivery, pick-up, relocate, etc.) and the same for the "Handwashing Stations". 7. QUESTION: “It’s stated that the performance period would from June 12, 2023 through June 30, 2023 ( is this correct that the services are required only for 18 days?” ANSWER: Yes, the units will be on the ground for 19 days. 8. QUESTION: “I'm interested in this solicitation, and I want to know how you would like the proposal? Question: Does this solicitation have any maps?” ANSWER: Maps will be furnished to the contractor awarded the contract. 9. QUESTION: “Will the customer be able to provide water? Or have a location on Site where Vendor can access water?” ANSWER: Yes, water is available on FT Chaffee at specified water sites. 10. QUESTION: “I am wanting some clarification on the BID. The Exhibit 3 shows dates and amounts of units on site for specific times. If I use that there is as many as 90+ units on site at one time but your bid is for 54. I need to know if the 54 is correct. I have done most of the units at chaffee for the last several years and generally they send something like exhibit 3 and the number of units they are requesting but they always match…these do not. As used in this clause— “Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization. “Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF). “Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system. “Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. (b) Electronic invoicing.
