INTRODUCTION: The Oklahoma Army National Guard (OKARNG) is issuing this Sources Sought synopsis as a means of conducting Market Research to identify companies having an interest in and the resources to support the requirement for the “Range Targets and Support Products”. The intent is to procure on a competitive basis. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESS OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. This is NOT a Request for Proposal (RFP), Request for Quotation (RFQ), or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market research/survey. Background: Camp Gruber Training Center (CGTC) is modernizing its current ranges with durable products to sustain the Oklahoma Army National Guard (OKARNG) mission for training Soldiers. CGTC currently has old vehicles for required targets, wooden signs, and painted rock markers on its ranges. The vehicles rust and can develop sharp corners, the wooden signs must be hand built and splinter when hit with rounds from weapons, and the wooden signs and rock markers paint chips and fades requiring constant maintenance. CGTC is moving to molded plastic products, which will have a greater life cycle, free of maintenance, reduce safety issues related to rusting vehicles, and self-healing weapon rounds. Incumbent Contractor: N/A Performance Requirement: The Contractor will be required to provide supplies for the range targets. More detail is provided in the draft Statement of Work (SOW). If your company has the potential capacity to provide the products, please complete and submit the attached documents (W912L621-RTSP-OK Performance Data Form and W912L621-RTSP-OK Contractor Data Form). Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business. Sources Sought Response: Responses to this Sources Sought shall be electronically submitted to the Contract Specialist, Harvetta Taylor, in either Microsoft Word or Portable Document Format (PDF), via email to harvetta.r.taylor.civ@mail.mil not later than (NLT) February 3, 2021 by or before 2:00 p.m. CST. Include the following information in the subject line of your email: Sources Sought – Range Target & Spt Products. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. All questions must be submitted to the Contract Specialist identified above.
