This is a solicitation for commercial items, the solicitation number is W912L5-19-R-0002 and is issued as a request for proposals (RFP), unless otherwise indicated herein. The associated North American Industrial Classification System (NAICS) code for this procurement is 611710 with a small business size standard of $15M. This requirement is a Total SDVOSB set-aside and only qualified offerors may submit proposals. Product Service Code R429 -Support - Professional: Emergency response/disaster planning/preparedness support. All proposals shall reference the RFP number and shall be submitted by 10:00 A.M. Eastern time on 10 May 2019. The anticipated award date is no later than 17 May 2019. Question Submission Deadline: Interested Offerors shall submit any questions concerning the combined synopsis/solicitation at the earliest time possible, but no later than 1:00 P.M. eastern time on 15 April 2019 to enable the Government time to respond in a FBO posting for fair opportunity to all interested parties. Questions received after this date and time will only be considered if it is determined by the Contracting Officer to be in the best interest of the Government. Site Viewing Opportunity: The Delaware National Guard (DENG) will make the site at New Castle available on 23 April, 2019 during normal business hours. Please RSVP by 22 April, 2019 via email through this RFP contacts if you want to schedule a time (no more than one hour block) to be able to visit the site. No technical representation or official answers will be provided at the site. All questions shall be submitted via email through this RFP contacts and normal questions deadline (1:00 P.M. Eastern time on 25 April, 2019) will apply. The DENG is willing to discuss alternate date options, but no guarantees that the site will be available and the question deadline will still apply.
