ACTION: Pre-Solicitation Synopsis DATE: 30 MAR 2023 CONTRACTING OFFICE ADDRESS: 5645 East McDowell Road, Phoenix AZ 85008-3495 POINT OF CONTACT: Mrs. Sabreana Williams, Contract Specialist, sabreana.m.williams.civ@army.mil, 602-267-2196 PROPOSED SOLICITATION NUMBER: W912L223Q0001 SUBJECT: WAATS DFAC Food Service Attendants PLACE OF CONTRACT PERFORMANCE: Western Army Aviation Training Site, 24641 E Pinal Air Park Road, Marana AZ 85653 SET-ASIDE STATUS: Women-Owned Small Business (WOSB) Program Set-Aside TYPE OF PROPOSED CONTRACT: Firm Fixed Price PERIOD OF PERFORMANCE: 1 Base year +4 Option years PRODUCT OR SERVICE CODE (PSC): S203 – Housekeeping-Food NAICS AND SIZE STANDARD: 722310, Food Service Contractors DESCRIPTION: The Arizona National Guard intends to issue a Request for Quotation (RFQ) solicitation for the award of : DFAC Food Service Attendants The work will require: The contractor shall provide all personnel, subsistence, supervision and supplies necessary to provide buffet type meals for SIK diners and full-service meals for non-SIK diners at the Western ARNG Aviation Training Site (WAATS), Building L-4535. The Government will provide certain property under accountability. The contractor shall perform the requirements and conform to the professional standards identified in this contract and shall follow all applicable instructions and directives. Contractor tasks include the following: cooking hot meals, cleaning facilities, equipment, and utensils; bussing tables in dining areas; performing cashier services; handling foods, equipment, and supplies; maintaining quality control; and in the event of contingency, perform all required tasks to include cooking to ensure continued service. The Contractor’s performance will be based on: The Government shall inspect and evaluate the Contractor’s performance to ensure services are received in accordance with requirements set forth in this agreement. The Contracting Officer (KO) or Contracting Officer’s Representative (COR) shall inspect by validating actual work performance, physically checking an attribute of the completed task, or otherwise inspecting the task or its result to determine whether performance meets the standards contained in this PWS. When a performance threshold has not been met or Contractor performance has not been accomplished, the COR will initiate and provide the Contracting Officer a DD Form 2772, Contract Discrepancy Report (CDR), for issuance to the Contractor. The Contractor shall respond to the CDR in accordance with instructions provided and return it to the Contracting Officer within 5 calendar days of receipt. SOLICITATION: The solicitation is expected to be available on or about 14 April 2023. For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the information at www.sam.gov/. This solicitation package will be posted on SAM.GOV, which can be accessed at www.sam.gov/. Paper copies of this solicitation and its amendments will not be available or issued. Electronic copies are not permitted for the bid. The quote submission date and time will be contained in the solicitation package. Telephone, written, facsimile, or e-mail requests for the solicitation package or the Interested Vendor List will not be honored. Potential offerors MUST register at www.sam.gov/, in order to receive notification and/or changes to the solicitation. The Interested Vendor List will be activated and may be accessed and printed from this web site. Prospective offerors who would like their company name included on the Bidders Mailing List (plan holders list) may do so on the Sam website under Interested Vendor List. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for quotation preparation costs.
