CONSTRUCTION CONTRACT FOR for Prject WEAS142001 for the Upgrade of the Gas Infrastructure for the Kentucky Air National Guard, 1101 Grade Lane, Louisville, KY 04213. Work shall be performed in accordance w ith (IAW) the plans and specifications. Persons intending to submit a bid are strongly encouraged to attend the Pre-Bid Conferece site visit. Tuesday, AUGUST 20, 2019 at 0830 EST. See section 00100 for location etc. Funds are not presently available for this contract. Currently the Government anticipates funds will become available prior to but not later thanmidnight 20 September 2019. This action has been identified on the National Guard priority list for aw ards if fiunds become available and theprices received are w ithin an aw ardable range. The Kentucky Air National Guard, 1101 Grade Lane, Louisville, KY intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to replace the gas distribution piping, gas valves, and gas meters in various locations on the base. This work includes replacement of all existing natural gas piping and appurtenances on the base, from the master meter to each individual building service. The existing private gas meters and regulators at each building will be replaced, with new smart meters that will work with the base's energy management system. The contract duration is 10 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $36,500,000.00. The magnitude is between $500,000 and $1,000,000. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on-or about TBD. The tentative date for the pre-bid conference is on-or about (time and location will be in solicitation). Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted 5 days prior to date posted in the solicitation via email to: amanda.l.blackburn2.mil@mail.mil. The bid opening date is scheduled for on-or about (actual dates and times will be identified in the solicitation). Interested offerors must be registered in SAM. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. Bidders/offerors cannot log into the FedBizOpps home page and search for data.
