Purpose: Maryland Army National Guard proposes to enter into a Firm-fixed Price contract with a contractor who shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide a qualified safety consultant to conduct safety and health assessments building Inspection Services as defined in this Performance Work Statement (PWS). The contractor shall perform to the standards in the contract. Synopsis: This is a new requirement. No incumbent. No Prior Contract. This is combined synopsis/solicitation for commercial items prepared in accordance with the format prescribe in the Federal Acquisition Regulations (FAR) subpart 12.6, and subpart 13.106 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation W912K6-19-Q-0053 is being issued as a request for quotation (RFQ). The NAICS code associated with this procurement is 541350- Building Inspection Services with a size standard of $7.5Mil. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular FAC 2019-03 is effective June 12, 2019. This acquisition is set aside for 100 percent for small business set aside. The government shall not exercise any supervision or control over the contract services providers performing the services herein. Such contract service provider shall be accountable solely to the Contractor who, in turn is responsible to the Government. The results of this requirement will be a Firm-Fixed priced (FFP) contract. The Government reserves the right to make multiple awards based on the results of the quotations. The right to make no award is reserved in the event it is advantageous to the Government to do so. This requirement is set aside as total small business. Offer/Bid must be valid for 60 days. All offers will include the Service Contract Act (SCA) Wage Determination for the County in Maryland as the daily reporting location where the service will be conducted high lighting the applicable wage categories. Contract Type and Evaluation Criteria: Award will be made to the most responsive and responsible offeror whose offer results in the lowest total price that meets the minimum needs of the government and adheres to the requirements of the solicitation.
