This is a combined synopsis/solicitation for Commercial Items in accordance with (IAW) the format in the Federal Acquisition Regulations (FAR) subpart 12.6 and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W912K6-19-Q-0052 is issued as a request for quotation (RFQ). The results of this requirement will be a Firm-Fixes priced (FFP) contract. The right to make multiple or no award is reserved in the event it is advantageous to the government to do so. This RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 2019-01. This requirement will be awarded on an all or none basis as a commercial item Fixed Price purchase order under procedures on FAR Parts 12 and 13. Offer/Bid must be valid for 30 days or longer. The 58th Troop Command of the Maryland National Guard has a requirement for specialized force protection training. This service is required to increase overall readiness of the assigned unit in order to receive specialized force protection training to include advanced driving skills, off-road driving skills, counter surveillance/ antiterrorism techniques, and advanced pistol/carbine weapons training. The requirements as described are not organically available to the unit. Completion of this training would contribute to increased expertise and overall combat readiness of the force. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, as Government Furnished, to perform Force Protection Training Services, as defined in this PWS for 45 personnel. Place of performance: The service location must be within 175 miles, driving distance of Adelphi, MD 21073 FAR Provisions and Clauses applicable to this acquisition can be obtained from the following website, http://farsite.hill.af.mil/. The contractor shall provide a complete quote IAW the attached scope of work (SOW). Contract Type and Evaluation Criteria: The contract type for this procurement will be a firm-fixed price. The award will be made based of best value under FAR Part 13.106. The North American Industry Classification System (NAICS) is 611430 Professional and Management Development training. The Government, with evaluation based on, FIRST - ability of the contractor to meet the all of the requirements outlined in the PWS inclusive of the limited distance of 120 miles from 21204. Maryland National Guard reserves the right to award to other than the lowest price if the lowest quote submitted does not meet all of the required specifications and does not provide the best value to the government.
