This is a Request for Information (RI) Sources Sought for specialized training (driving, shooting, and counter-surveillance) for the Maryland Army National Guard (MDANG). Purpose: The purpose of this is a market research tool to determine the market capability and solutions as well as the availability and adequacy of business sources prior to determining the method of acquisition and issuance of award. Submission of a capability statement is not a prerequisite to any potential future offering, but participation will assist the Government in tailoring the requirement to be consistent with industry practices. The results of this Sources Sought will be utilized to determine if any Small Business Set-aside opportunities exist. All Small Business Set-aside categories will be considered. Responses to this Request for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI is for market research purposes only. Any information submitted is at the company's own expense. The Government will not reimburse respondents for any costs associated with submission of capability statements in connection with the market survey. Any information provided is voluntary. Synopsis: This RFI does not constitute and Invitation for Bids (IFB), a Request for Quote (RFQ) or Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. It is requested that interested firms submit to the Contracting Office a brief capabilities package demonstrating ability to provide the requested items or alternative solutions. ALL BUSINESSES ARE ENCOURAGED TO RESPOND Background: The MDANG is seeking information from interested parties for the provision of specialized training to enhance proficiency in shooting, tactical driving, and counter-surveillance capabilities. All facilities and associated resources (apart from small arms for the participants) must be included as part of any training program offered. Training must be tailored to a level appropriate for highly experienced military personnel with advanced, special operations training backgrounds. The anticipated North American Industry Classification System (NAICS) code for this procurement is 611430, Professional and Management Development Training. Requirement: This requirement is a services procurement to provide specialized driving, shooting, and counter-surveillance to a Special Operations military unit. The training should be similar in nature to the training provided for personnel in preparation for overseas assignments to hazardous duty or high-threat locations. The period of performance shall be 14-19 May 2019 inclusive of training on each of these days. For the purpose of this service, a "day" of training will consist of 8 hours of training and one hour for lunch. The service location should be within a reasonable driving distance (1-4 hours) of zip code 21204.
