Justification Statement: Little interest was garnered from the sources sought submitted in December 2022 which did allow the agency to confirm adequate competition. Attempting to meet agency goals and following presidential guidance, we have identified a woman owned business capable of providing services requested. Hunter-Liggett, CA Period of Performance: 21 May-14 July 2023 Synopsis Instructions: This is a synopsis for commercial items prepared in accordance with the format in FAR 5.207, and supplemented with additional information, as applicable, in this notice. This announcement constitutes a notice of intent to issue a solicitation on a sole source basis to a Woman Owned Business. All responsible sources may submit a proposal which shall be considered by the agency. Responsible sources may indicate an intent to submit a proposal and request a copy of the solicitation before the synopsis closing date. Responsible parties must be listed with the Small Business Administration (SBA) as a Woman Owned Small Business or requests will not be fulfilled. Requests must be in writing and sent to the point of contact (POC) at the bottom of this synopsis. The request must include the Cage code, UEI, and address registered to the company. Proposals submitted in response to the solicitation will be submitted electronically to the POC identified in this synopsis and shall follow the format specified in FAR 52.212-1(b). Evaluation criteria for award shall be made on a price and past performance. Past performance will be evaluated on recency, relevancy, and scope of the submitted projects. Instructions are included in the solicitation. If no information is found, that will be treated as neutral which is considered acceptable. This will constitute the only notification of this action. An award notification will be posted once an awardee has been determined, including the sole source justification within 14 days after award. Description of Services and Supplies: The contractor will be required to provide support services for the xCTC Exercise specified Below. Changes may occur to the requirements prior to and after solicitation has been issued. Rough Terrain Container Handler (RTCH) 24 Ton Capacity (1) Provide one 24 t RTCH. Contractor will not be responsible for providing an operator for the RTCH. The government shall provide a qualified operator. RTCH shall be diesel. Contractor will not be responsible for re-fueling operations. Contractor shall ensure COR is properly instructed on how to re-fuel the RTCH. Contractor shall be responsible for any maintenance, repairs, or replacement needed for the container lifter through the period of performance. There will be a joint inspection upon delivery and turn-in at the conclusion of the exercise. Standards and Specifications: Contractor shall provide 1 24 t. Joint Inspection/Delivery/Training date: 23 May 2023 Usage dates: 23 May 2023 – 30 June 2023 Joint inspection/Turn-in date: 01 July 2023 Ice Distribution Point Contractor will manage an ice distribution point at both Camp -Roberts, CA and Fort Hunter-Liggett, CA from 09 June – 28 June. Contractor will be given breakdown of amounts per unit per day by the primary COR and will record how much has been distributed. Information will be given to the COR at the end of each day. The Contractor shall provide Freezer trailers for the ice point to support distribution amounts for both crushed and block ice. Both types of ice shall be restocked daily, at a minimum, to the amount required for daily distribution. Maintenance and operability of the freezer trailers shall be provided by the contractor. An ice point manager shall be provided at each location between the hours of 0600-1800. COR shall provide any changes to the unit distributions before the beginning of each shift. Changes shall not exceed the amount of the total daily distribution. The Contractor shall provide MHE to transfer pallets of ice from the freezer trailer to a military transport vehicle. Bagged Crushed Ice daily distribution: Provide 483 (20lbs) bags of crushed ice daily for 20 days. Total bags of ice; 9,660 for the entire period of performance. Bagged block ice: Provide 60 (10lbs) bags of block ice daily for 20 days. Total bags of ice; 1200 for the entire period of performance. Standards and Specifications: Provide required freezer trailers to support daily distribution amounts Provide one contractor manager per location between the hours of 0600-1800 No more than 2 hours of downtime during hours of operations due to inoperable trailers or MHE MHE provided is adequate for efficient transfer of palletized ice. All ice provided is potable. Distribution points determined by the COR at Camp Roberts, CA and Fort Hunter-Liggett, CA. Delivery date: 07 – 08 June 2023 Set-up date: 07 – 08 June 2023 Usage/service dates: 09 June 2023 – 28 June 2023 Removal date: 29 June 2023 Commercial Portable Toilets (400) Provide 400 hundred (400) commercial portable toilets. The contractor shall dispose of all waste at an off-post location. Contractor shall be responsible for commercial portable toilet relocations. All commercial portable toilet relocations shall be coordinated 48 hours in advance. Black water Disposal shall be in accordance with existing local, state, and federal regulations. The contractor shall be responsible for any permits or fees associated with the use of off-post disposal locations. The contractor will coordinate with the COR for initial placement requirements which will be designated during the post award conference. A synchronization matrix will specify the setup locations and usage dates. Contractor can setup and stage latrines prior to the usage dates, but the government shall not be charged for servicing of those latrines prior to the usage dates. Latrines are acceptable for individual placement, however, a configuration of multiple latrines on a single platform to expedite relocation is recommended. Standards and Specifications: Commercial portable toilets will be serviced every other day to include weekends and holidays Contractor shall relocate 50 latrines to differing locations at various times from 10 June – 28 June. Contractor shall receive relocation requests at least 48 hours in advance. Commercial portable toilets shall be properly secured to provide weather protection from falling over. The government will not be held liable for damage caused by severe weather. The Government shall not be responsible for damage to commercial portable toilets left at Camp Roberts, CA after the removal date The Government shall not be responsible for damage to commercial portable toilets left at FT. Hunter Liggett, CA after the removal date All portable toilets shall be new or like new condition, clean, single type occupancy, to include urinal, and easily serviced. Portable chemical toilets shall consist of a completely enclosed, well-vented enclosure, the roofs, sides, and floors shall be free of leaks, cracks, and holes; Toilets units will include waterless hand sanitizer; Doors shall be self-closing, tight fitting, and will have an inside lock. The contractor shall clean inside and outside of all units on specified dates to where they are free of all human waste, soiled toilet articles and dirt; after emptying the units the contractor shall refill each unit with standard commercial sanitizing chemicals and enough toilet paper to last until the next scheduled servicing. When more than one unit is positioned at any location, the contractor shall place the units as close together as feasible for user convenience and organized appearance and/or at the direction of the onsite government representative. Service log shall be maintained and posted on each latrine throughout the period of performance. Portable toilets out of service requiring repairs or replacement shall be completed within 8 hours of contractor notification. Locations: Camp Roberts, CA and Fort Hunter-Liggett, CA. Delivery date: 21 May 2023 – 04 June 2023 Set-up date: 27 May 2023 – 04 June 2023. Usage dates: 28 May 2023 – 13 July 2023 (see synchronization matrix for minimum number to required per day and per location) Service Dates: 30 May and every two days afterward (for identified locations in use; see synchronization matrix); 6 total services for minimal latrines in use including services/wastewater removal and restocking. Starting 10 June, after the remaining latrines have been put in place; all Latrines shall be serviced from 10 June through 28 June. 10 total services/wastewater removal and restocking per latrine during period of performance. Removal date: 29 June 2023 – 14 July 2023 (see synchronization matrix). Minimal number of latrines shall be needed from 01 July – 14 July 2023. Four services of the remaining latrines shall be conducting, once every three days, between 01 July – 14 July 2023. If double hand washing stations are not available two hundred (200) single hand washing stations is acceptable. Contractor shall be responsible for hand washing station relocations. All hand washing relocations shall be coordinated 48 hours in advance. The contractor shall dispose of all waste at an off-post location. Disposal shall be in accordance with existing local, state, and federal regulations. The contractor shall be responsible for any permits or fees associated with the use of off-post disposal locations. The contractor will coordinate with the COR for initial placement requirements and will be identified in a synchronization matrix and discussed during the post award conference. Standards and Specifications: Commercial hand washing stations will be serviced every other day to include weekends and holidays Contractor will relocate 25 handwash stations to a differing location at various times from 10 June – 28 June. Vendor shall receive relocation requests at least 48 hours in advance Hand Washing Stations shall be properly secured to provide weather protection from falling over. The government will not be held liable for damage caused by severe weather. When more than one unit is positioned at any location, the contractor shall place the units as close together as feasible for user convenience and organized appearance and/or at the direction of the onsite government representative. Vendor provides restocking of water, paper supplies, and soap receptacles as necessary for commercial portable hand washing stations The Government shall not be responsible for damage to commercial portable hand washing stations left at Camp Roberts, CA after the removal date Service log shall be maintained and posted on each handwashing station throughout the period of performance. Hand Washing Stations out of service requiring repairs or replacement shall be completed within 8 hours of contractor notification. Locations: Camp Roberts, CA and Fort Hunter-Liggett, CA. Delivery date: 21 May 2023 – 04 June 2023 Set-up date: 27 May 2023 – 04 June 2023. Usage dates: 28 May 2023 – 13 July 2023 (see synchronization matrix for minimum number required per day and per location) Service Dates: 30 May and every two days afterward (for identified locations in use; see synchronization matrix); 6 total services for minimal hand washing stations in use including services/wastewater removal and restocking. Starting 10 Jun, after the remaining handwashing stations have been put in place; all stations shall be serviced from 10 Jun through 28 Jun. 10 total services/wastewater removal and restocking per station during period of performance. Removal date: 29 June 2023 – 14 July 2023 (see synchronization matrix). Minimal number of hand washing stations shall be needed from 01 July – 14 July 2023. Four services of the remaining latrines shall be conducting, once every three days, between 01 July – 14 July 2023. 30-Yard Dumpsters (16) Provide sixteen (16) 30-yard dumpsters. Contractor shall provide all materials, labor, equipment, transportation, and supervision to supply and service dumpsters. The contractor shall dispose of all waste at an off-post location. Disposal shall be in accordance with existing local, state, and federal regulations. The contractor shall be responsible for any permits or fees associated with the use of off-post disposal locations. The contractor will coordinate with the COR for initial placement requirements and will be identified in a synchronization matrix and discussed during the post award conference. Standards and Specifications: Contractor shall brief the COR on disposal requirements and restrictions for California and local training areas prior to use for dissemination to the onsite users. Dumpsters will be serviced every other day to include weekends and holidays. See Synchronization matrix for service dates. The government shall not be charged for servicing of dumpsters not in use. Contractor shall relocate 10 dumpsters a total of 3 times each to differing locations at various times from 10 June – 28 June. Contractor shall receive relocation requests at least 48 hours in advance The Government shall not be responsible for damage to dumpsters left at Camp Roberts, CA after the removal date Service log shall be maintained and posted on each dumpster throughout the period of performance. Dumpsters out of service requiring repairs or replacement shall be completed within 8 hours of contractor notification. Locations: Will be identified by the COR for Camp Roberts, CA and Fort Hunter-Liggett, CA. Delivery date: 05 – 08 June 2023 Set-up date: 07 – 08 June 2023 Usage dates: 09 June 2023 – 28 June 2023 Service Dates: 11 June and every two days afterward with final service on 27 June. Removal date: 29 June 2023 – 05 July 2023 Grey Water removal for Containerized Kitchens Provide grey water removal for approximately 10,400 gallons every two (2) days to include weekends. Contractor shall follow all local, State, and Federal regulations for grey water disposal. Grey water removal shall be conducted during field training and at various locations throughout the training exercise. The contractor will coordinate with the COR for locations requiring disposal and will be identified in a synchronization matrix and discussed during the post award conference. Standards and Specifications: Contractor shall provide required equipment for proper grey water removal Grey water shall be disposed of at an approved and regulated facility Contractor shall follow all local, State, and Federal requirements for proper grey water transport and disposal Approximately 8,800 gallons of grey water to be removed every two (2) days from Camp Roberts, CA Approximately 1,600 gallons of grey water to be removed every two (2) days from FT. Hunter Liggett Locations: Will be identified by the COR for Camp Roberts, CA and Fort Hunter-Liggett, CA. Disposal dates: 09 June 2023 – 28 June 2023 Catered Meals Provide contracted catered meals to a maximum of three-thousand four hundred (3,400) people for a single meal with a total meal count of 35,432 over 28 days. A catered meal is defined as: “a meal prepared in a commercial establishment for consumption there or delivered to a specific location for consumption or, prepared at the consumption site using caterer’s portable equipment and subsistence supplies.” (Reference AR 30-22). Catered meals are required to be prepared and served by the caterer contracted or subcontracted for the meals. Meals prepared by commercial establishments other than those of the caterer are not acceptable (for example, serving Subway sandwiches, Pizza Hut or chicken roasted from a local grocery store). 5.2.6.1 Standards and Specifications: Breakfast shall be served from 6:00am to 8:00am Dinner shall be served from 5:00pm to 7:00pm Contractor shall be required to serve 25% of total number of meals identified every thirty (30) minutes and/or minimum of 50 meals every 30 minutes based on meal requirements. Contractor will need to provide all equipment to prepare and serve contracted catered meals. Contractor shall provide all heating elements and/or ice needed to maintain proper food temperatures. Contractor shall provide all necessary serving utensils needed to serve the catered meals. Contractor shall provide approved single-use disposable food and beverage products to include, but not limited to, cups, plates, napkins, and flatware. Utensils shall be heavy weight and factory wrapped. All drinking cups shall be 12 ounces. All disposable products shall be capable of withstanding minimum temperature of 160 degrees Fahrenheit. Contractor shall provide single use, food-grade gloves for food preparation and service. Contractor shall comply with all Federal, State, and local laws and regulations, policies, permits, and insurance pertaining to the appropriate food industry, including TB MED 530, AR 30-22, and DA PAM 30-22. Contractor shall comply with all FDA Food Code 2013 guidelines including only purchasing food items from approved vendors. The contractor shall be responsible for keeping food at 165 degrees during serving. Contractor will measure food temperatures prior to serving, and every half hour during mealtimes. Contractor shall be required to maintain a log of each measurement for the COR to inspect for ensuring standards are met. Meals must support the necessary nutrition and minimum 2500 calorie per day diet required for training personnel. All meals must be visibly appealing and conform, at a minimum, to the Army portion sizes listed in the Army14-day menu. The Contractor and its employees shall possess and have ready for inspection current Food Handlers Cards. The Contractor shall obtain all permits and licenses needed for a food service operation. The Contactor shall be responsible for the purchase and payment of all food supplies, cleaning supplies, paper supplies (Plates, cups, bowls, napkins, etc.) and any other supplies required to provide the customers a safe, healthy, sanitary, and efficient food service. Contractor or subcontractor preparing and providing catering services shall maintain or obtain liability insurance for the exercise. The liability insurance shall be a minimum of $2 Million for general liability $1 Million for each occurrence limit Proof of insurance shall be provided to the COR prior to contract execution. Daily menus must be posted at the entry way. Unit personnel will have preprinted menus for each Menu Day meal referenced above in the meal breakout section of this Performance Work Statement. The preprinted menus will match the 14-day menu meals listed below and referenced for each menu day listed in meal breakout. These documents will be provided to the COR upon arrival at Camp Roberts. Due to the nationwide, heightened concern of transferrable illnesses. All personnel preparing, handling, and serving food must also adhere to the OSHA and Department of Health hand washing requirement. Feeding Tentage and Accessories Provide feeding tentage that allows for 850 people to be seated at a single time. These tent(s) must have hard walls for all sides, one entry door, and one exit door. The entry door and exit door shall be separate locations within the tent. The tent will be used for an eating area. Contractor shall be responsible for setting up and removing the tent(s) and accessories pertaining to the tent such as tables and chairs. Contractor shall be responsible for ensuring the feeding tent is properly secured to the ground for wind and weather control. Contractor shall be responsible for any maintenance needed for the feeding tent. Contractor shall be responsible for replace chairs and tables if broken or damaged (this should all be in the standards section). Contractor shall work with the COR for feeding tent placement and set-up. Standards and Specifications: Contractor shall provide tentage to seat 850 people in one location. Tents cannot exceed 3ft below ground for staking purposes. Contractor shall provide 850 chairs Contractor shall provide enough tables to accommodate 850 people to consume meals Contractor shall provide trash cans for trash disposal Contractor shall provide air conditioning for the feeding tents Contractor shall provide interior and exterior lighting Contractor shall provide cleaning of feeding tent and the interior of the feeding tent shall be cleaned every 30 minutes during mealtimes and maintain sanitary conditions in accordance with TB MED 503 and Army Food Safety Standards. The Government shall not be responsible for damage to the feeding tent left at Camp Roberts, CA after the removal date. Tentage should be secured for severe weather. The government shall not be held accountable for damage due to weather. Shall provide a feeding plan, at a minimum a diagram of feeding area, explanation of food preparation and distribution.
